Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified PDQ Specialist to coordinate proposal development and ensure timely monitoring and reporting on all project activities level.
About the job
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated programme of support to the government in site management, shelter/NFI and protection. As a key part of this, DRC opened up a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
PDQ Specialist to coordinate proposal development and ensure timely monitoring and reporting on all project activities, with the input of the Senior Programme Managers for CCCM, Protection and Shelter under the direction of the Country Director. Ultimately S/He contributes to increased programme quality by ensuring program coherence, implementing standards and appropriate learning from lessons learnt across the country programme. S/he will be the accountability/CHS focal point to ensure standards are reached across all programmes implementing their own accountability processes.
Your main duties and responsibilities will be:
Proposal development
· Work closely with the Senior Programme Managers to design competitive final proposals responsive to donor guidelines and requirements, and in line with DRC Bangladesh programme strategy, policies and standards
· Review proposals for consistency with the requirements of solicitations, requests or calls for proposals, predicting or preventing bottlenecks in the proposal development process and securing the necessary information to complete process.
· Support the Country Office (CO) in ensuring that the proposal development process takes into consideration the mainstreaming of CHS, global cross cutting themes such as Age, Gender and Diversity, and lessons learnt from previous programming.
Grants Management
· Coordinating with programme staff on the delivery and timely submission of reports, ensuring quality control and consistency between narrative and financial reports
· Technically support teams in the capacity building and management of grants
· Ensure compliance to donor guidelines
· Support the CO in ensuring maintenance of a robust Grants Management System
· Working with Finance Manager, oversee tracking and measurement of expenditure rates, providing timely alerts on non-performance but also on accomplishments.
· Chair grant kick-off, review and close-out meetings.
· Ensure key grant processes are in place and that relevant staff are aware of programmatic, financial and compliance requirements.
· Provide oversight in the review of grants on a regular basis including management tools analyzing original plans and log frames against achievements.
· Facilitate the tracking of the overall program portfolio with donors and monitor investments/income from donors.
· Ensure that program reporting needs, formats and timelines are updated and shared with all relevant staff.
Monitoring, Evaluation and Learning
· Support the Programme Managers to ensure tools and processes are in place to monitor programmes for outputs, outcomes and impact
· Support data collection and analysis through the M&E team and disseminate information to inform programme management
· Make recommendations to programme managers on improvement of M&E systems and harmonise processes across programmes
· Support the setting up of the systems to manage information generated by M&E activities, such as complaints databases, beneficiary databases etc.
· Establish a common monitoring framework for overall programme implementation.
· Support and improve the programmes’ systems for data collection, analysis and vulnerability scoring
· Identify staffing needs for PDQ, and support rapid recruitment, induction, performance management and training.
· Identify PDQ supply needs and coordinate with the logistics team to ensure monitoring of procurement, delivery, store management etc.
· Support the roll out of organizational tools, mandate, values, promotes learning and high performance, encourage a team culture of learning, creativity and innovation
· Support senior technical specialist with learning activities. For instance, support planning of After Action Review workshops, prepare lessons learnt reports, organise internal or external evaluations and conducting accountability mechanism pilots.
· Contribute to communications and media work as required.
· Champion knowledge management across the DRC Bangladesh team and encourage sharing of best practices
Accountability
· Act as the accountability/CHS focal point to ensure standards are reached across all programmes implementing their own accountability processes
· Conduct a rapid CHS review and make recommendations for improvements
About you
To be successful in this role we expect the following:
Required
· University degree in International Development, Refugee Studies Social Science or relevant field Experience
· Minimum 3 years working experience in similar role with INGOs
· Experience in an emergency context, ideally working with protection, CCCM and shelter programming
· Demonstrated skills in problem solving and excellent organisational skills
· Excellent analytical skills, commitment to gender equality/equity
· Demonstrated skills in application of humanitarian tools and standard in past works
· Representation skills and excellent communication and reporting writing skills
· Fluency in English (written and spoken) is essential
· Working experience with various donor funded projects especially ECHO, UNHCR and other UN and bilateral donors
· Willing to travel regularly to rural/remote project sites
Desirable
· Previous experience in rapid onset refugee response

We offer
Contract length: We offer 6 months contract with extension dependent on performance and funding
Level:
If offered as international position: A14 or A15 depending on experience
If offered as national position: According to DRC Bangladesh salary scale at Manager level
Designation of Duty Station: Unaccompanied
Start date: As soon as possible
