Context:

Under the overall supervision of the Site Management Site Development (SMSD) Programme Manager and the direct supervision of the Capacity Building Coordinator and in coordination with relevant units, particularly the Resources Management and Programme Support Units, the successful candidate will monitor grants and provide technical inputs accordingly, including in connection with partnership relations and capacity building activities.

Core Functions / Responsibilities:

  1. Monitor and track progress of the activities of IOM’s Non-Governmental Organizations (NGOs) partners implementing Site Management and Site development projects in Cox’s Bazar.
  2. Work closely with the Resources Management Unit and Programme Support Unit and bring to the attention of the Grants Manager non-compliance issues regarding the application of IOM standards on finance, procurement and reporting.

  3. With the guidance of the Area Coordinators, track and update progress against deliverables / objectives for efficient coordination of activities between IOM Site Management and Site Development Officers and IOM implementing partners.

  4. Organize capacity building for partners in site management, using approved training material, and provide technical input for the development of contextualized training modules as needed.

  5. Update activities implemented by IOM in Bangladesh using the SM sectors tracking system. Generate reports following planned capacity building events, and carry out analyses on relevant impact, participants evaluations or other required feedback.

  6. Under the supervision of the SMSD Programme Manager, draft project revisions, including budgets, based on changed work plans; identify and document significant project events, decisions, problems or deviations with planned activities.

  7. Draft and implement a workplan for weekly site visits to IP camps.

  8. Collate and provide information that is required for the development of new partnerships, proposals and reports under the leadership of the Site Management Programme Manager.

  9. Draft sections of project/programme report according to IOM and donor formats as required.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Practical experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management;

• Experience in Camp Coordination and Camp Management, relocation, cash for work, Emergency Shelters (ES)/ Non-Food Items (NFIs), and project management;

• Familiarity with different project cycle steps and donor relations;

• Previous experience working in Bangladesh or Rohingya population.

Languages

Fluency in English is required. Working knowledge of Bangla or any language of the Rohingya

Refugees (Rakhine State) is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
