Purpose of Assignment:

Under the supervision of UNICEF Zonal Nutrition Officers (ZNO), overall purpose of the assignment is to provide technical support to the districts for accelerating implementation of NNS OP by enhancing data driven evidence planning and action with effective district nutrition information system and strengthening of health service provider’s capacity to effectively deliver nutrition interventions. The project will also introduce and operationalize innovative technologies and programmatic practices to enhance efficiency, effectiveness and accountability.

Major Tasks/Assignment:

In their designated district, each DNC will work closely with the Civil Surgeon and Deputy Director of Family Planning to transform districts’ institutional capacity to plan, coordinate, implement, monitor, report and address bottlenecks for the nutrition programme. They will also engage with National Information and Planning Unit in IPHN to enhance data collection, analysis, visualization and reporting. Their key duties and tasks will primarily focus on the following three thematic areas:

A. Strengthening Nutrition Information System, institutional capacity for evidence-based planning and actions for responsive services (40%)

  • Guide formulation of nutrition results framework with district and sub-district nutrition targets and annual milestones for NNS OP priority indicators
  • Assist ZNO to develop district nutrition implementation plan with supply forecasting based on data driven evidence-based planning and bottleneck analysis
  • Establish and operationalise monitoring and reporting mechanisms to track implementation on a monthly, quarterly and annual basis as part of the Government routine review and appraisal process
  • Work with DG-H and FP wings and nutrition partners to identify critical bottlenecks in existing systems and identify means through which corrective actions can be implemented
  • Through UNICEF ZNOs, help address policy and implementation barriers such as supply gaps that need central level attention
  • Support the management of nutrition commodities into Logistics Management System
  • Lead and operationalise Data Quality Audit assessments and devise Quality Improvement activities to strengthen data recording, reporting, analysis and dissemination and corrective actions
  • Mentor district and upazilla statisticians and managers to effectively use DGFP and DHIS2 platforms
  • Participate in district and upazilla planning and review meetings to discuss performance and programmatic areas that need strengthening
  • In districts with city corporations, engage with urban stakeholders to promote minimum package of nutrition, DHIS2 integration and identify technical gaps for ZNOs office to address
  • B. Enhancing health workers capacity to deliver nutrition services and counselling: (30%)

  • Help district and IPHN to plan and rollout CCTN with due diligence, mentoring support and Pay 4 Performance approach
  • Participate in monthly planning and review meeting to review programme implementation and mentor health workers to enhance technical capacity based on the supportive supervision and quality assessments
  • Provide management and technical support to institutionalise and carry out Supportive Supervision
  • Lead and operationalise Nutrition Counselling assessments and work with IPHN and stakeholders to devise Quality Improvement plans and activities
  • Engage with district partners focusing on communication and social mobilisation activities to link service delivery with demand generation
  • Organise and conduct joint field visits with district and sub district level managers to understand the real scenario and based on identified gaps lead planning to reach the targets
  • C. Enhance programme efficiency, effectiveness and accountability utilising innovations (20%)

  • Serve as technical lead and build district resource team to introduce innovative technological and learning tools
  • Operationalise realtime monitoring and reporting of provision of nutrition services using smart phones/tablets and online data visualisation platform
  • Lead training and capacity building of frontline Government supervisors to conduct supportive supervision with online recording and reporting and use of case specific customised counselling using visual tools
  • Engage with NIPU and district stakeholders to develop district profile and score card
  • Support establish of district dashboard, information update and dissemination
  • Promote #Unite4NutritionBangladesh initiative to increase nutrition visibility and enhance accountability
  • D. Assist ZNOs to establish district Multi-sectoral Governance and promote nutrition sensitive interventions (10%)

  • Provide support to ZNO to establish and operationalise district level NPAN committee
  • Conduct stakeholder engagement for 4W mapping
  • Coordinate quarterly District Nutrition Coordination Meeting to promote multi-sectoral approach
  • Develop multi-sectoral workplan to implement minimum set of nutrition sensitive interventions
  • Facilitate joint quarterly field visit with partners in nutrition
  • Provide necessary information to ZNOs and Emergency Nutrition Officers to lead activities to strengthen emergency preparedness in high risk districts and response

  • Advanced university degree in Nutrition, Public Health, Food Sciences or any relevant field
  • At least 5 years’ work experience in community nutrition/ public health required
  • Demonstrated competency with working with people
  • Strong data management and analytical skills
  • Strong computer skills
  • Experience of planning and coordination
  • Knowledge of health systems important
  • Efficient in communication-Bangla and English (oral and written)
  • Willingness to locate to district of assignment and field travel frequently, including hard to reach and remote areas
