Context :
ACF Bangladesh mission has expanded by over 100% over the last few months to respond the the Rohingya crisis and is expected to continue to expand further in 2018. The HR Team is enthusiastic and talented but has only just started to expand to be able to meet the increased workload. Furthermore, the resignation of the HoD in January and Deputy HoD in February, means that the team is about to lose its senior leadership. Recruitment to fill these positions is currently underway, but there is a possibility that there may be a gap before able to on-board new staff members and there will then be a period where new staff acclimatised to working for an organisation like ACF. During this period, the HR team requires support from an experienced and technically proficient HR manager, who will be working closely with the DCD Operations, to start put in place HR policies and practices suited to deal with a growing staff based working on humanitarian projects**.**
ACF Bangladesh is a team of 566 staffs, with an additional 160 people being recruited and a further 400 recruitments proposed for 2018. Dhaka is relatively stable but staff movement is restricted and cars are provided for staff movement. Cox's Bazar is less stable, so humanitarian access can be limited, especially for expats.
Main objective :
You will provide technical support and leadership to the logistics and human resources department in Cox's Bazar.
Main responsabilities :
- To manage field team (Support team, DFCs, MEAL and Archivist) as per Base/Regional and country strategy and according to ACF quality standard.
- To contribute and coordinate proposals and reports writing process at field level.
- To ensure a constant collaboration with the coordination country team and ensure that the necessary technical support is provided to field teams.
- To support Field Operation Director in security management of field level
- To ensure the MEAL process is implemented at field level.
Requested profile:
Educational / Professional Background:
- You have an advanced university degree or equivalent experience in the humanitarian sector
- You are fluent in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation.
Experience:
- You have a minimum of 5-7 years of experience with an INGO, UN agencies or similar humanitairan entity.
- You have experience in leading HR and logs teams
- You have already worked on security management
Required Competence & Skills :
- You are able to function well in high stress scenarios

Remuneration and benefits :
- Monthly gross salary from €1805 to €2305 upon experience.
- Per diem and living allowance: around 500 € (cf eurocost) net, field paid.
- + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
Transportation and accommodation:
- Coverage of transportation costs to and in the mission.
- Individual room in guesthouse covered
Medical coverage: 100% coverage of medical expenses + repatriation insurance.
Leaves and RnR:
25 days of paid leaves per year.
- 20 RnR per year.
- 215 € at each RnR period (averagely every 3 months).
- Coverage of the transportation expenses to the RnR area of reference
Training :
- Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
- 2/3 days training on financial tools before departure
- Technical trainings at HQ or regional level (averagely 1 per year).
- Intermission Workshop once a year
- Participation to external trainings costs upon eligibility of the request
