Terms of Reference for an external consultant to conduct an end-line/impact evaluation of ‘Urban Empowerment Project’ implemented by Bangladesh Red Crescent Society (BDRCS) and Supported by Swiss Red Cross (SRC)

Title of assignment: Impact/end-line evaluation of Urban Empowerment Project.

Background and description of project

Name of the project: Urban Empowerment Project

Duration: November 2016 – October 2018

Location: Baganbari slum, Mirpur-14, Dhaka and Pukurpar slum, Ershadnogor, Tongi, Gazipur

Targeted population: 422 HHs in Baganbari and 316 HHs in Pukurpar.

Goals: To improve equitable access to essential services for slum dwellers in Baganbari and Pukurpar.

Outcomes and Output:Outcome 1: Communities are organised and equipped to claim their rights and entitlements.

  • Output 1.1: Community Management Committees (CMC) are formed and active.

  • Output 1.2: CMCs’ financial management systems are in place.

  • Output 1.3: Coordination mechanisms/linkages with local stakeholders are established.

Outcome 2:Specific social, individual and physical health determinants are improved.

  • Output 2.1: Communities are trained in first aid and health promotion.

  • Output 2.2: Communities have improved WASH facilities and support waste management through collaboration with the City Corporation and WASA.

  • Output 2.3: Communities and schools are trained in DRR preparedness and hygiene.

Outcome 3:Communities access to education and to the private labour market has improved.

  • Output 3.1: Children and adolescents are (re-)enrolled into formal education.

  • Output 3.2: Community members, with a special focus on women, have been trained and acquired new skills to contribute to the household income.

Outcome 4:BDRCS utilises its capacity to expand its engagement in urban context/development.

  • Output 4.1: BDRCS capacity is fostered in urban development work.

  • Output 4.2: Local unit is strengthened based on BOCAC recommendations.

Expected outcomes and Deliverables

Overall objective of assignment: To review the effectiveness and efficiency of Urban Empowerment Project and to made recommendation for design and content for next phase programming.

Specific Objectives:

  • Assess the results of the project by comparing with baseline, through qualitative and quantitative survey.

  • Assess the effectiveness of project intervention and project approach.

  • Assess the effectiveness of community based approach that encourages the formation and capacitation of community management committees and its constituent entities (Cluster committees) to be self-reliant and autonomous especially in building linkages and partnerships to access essential services

  • Assess the effectiveness of community led interventions - such as solid waste management, skill development and livelihoods, education, day care centre etc. – especially from the sustainability perspective

  • Assess the efficiency and capacity of implementing organization in general and the project team in particular to deliver mentioned project.

  • Provide clear recommendations for the next phase of the project in terms of continuity and departure necessary to adapt project approach and relevant interventions.

  • Also, based on the review of the context and the existing capacity building strategy , provide recommendations on what capacities need to be created at various levels – community, project team, organisational, - so that the goal of reinforcing community resilience can be attained through another programming phase.

  • Assess the capacity of Gazipur branch of BDRCS and recommend measures to strengthen branch capacity.

Output:

  1. An Inception report detailing proposed methodology, specific action plan and outline of reports and deliverables. (3 hard copies and soft copy and presentation)

  2. Draft report (2 hard copies and soft copy)

  3. Final report (2 hard copy and soft copy)

Scope of work

The scope of work of consultant shall include, but not limited, to the following:

  • Review the project document, log frame, baseline and annual report.

  • Prepare questionnaire for survey, FGD and/or other data collecting tools

  • Administer evaluation methodologies in the field and with the relevant stakeholders.

  • Analyse the findings of qualitative and quantitative approaches and compare with the baseline to identify the changes/results

  • Analyse the factors leading or impeding intended and actual results

  • Recommend measures that needs to be implemented in the next phase programming to attain the goal of making the slum communities resilient

  • Finalise a narrative report that shall include the analytical results of the qualitative and quantitative approaches

Institutional Arrangement

The hired consultant will work in close cooperation with BDRCS and SRC senior management (Secretary General/BDRCS, Country Representative/SRC, Health Delegate and Programme Manager/SRC). Reports and documents will be shared with Country Representative in timely manner, with a copy to Secretary general, BDRCS, Health delegate and Programme Manager.

The hired consultant will also involve the Gazipur Branch and the respective Unit Level Officer (ULO) in the evaluation process to the extent possible and relevant for the exercise.

Consultant Profile

  • Post-graduate degree in development, and/or social science, environmental science, engineering, urban planning, economics or closely related field.
  • Minimum 10 years of professional experience, including 4 years as lead consultant, in conducting assessments including impact evaluation
  • In-depth and proven knowledge and experience in evaluating implementation of development initiatives, policies and programmes relating to health, , environmental sanitation (WASH and waste management), education and poverty reduction in urban context.
  • Proven experience and knowledge in evaluating community based approaches
  • Excellent communication, analysis and writing skills;
  • Fluency in English (oral and written) is a requirement;
  • Good interpersonal skills

Expression of Interest (EoI) submission process

Expression of interest (EOI) shall include following documents:

  1. An application/ A letter of motivation, addressing to Country Representative, SRC

  2. A CV including 3 professional reference and list of similar assignment accomplished

  3. A brief methodology on how the evaluation will be carried out.

  4. A financial proposal including cost item, unit and rates. Also include if any non-financial support is required.

  5. 2 (Two) sample of previous similar work.

Selection process and timeline

§ Submission of EOI by 20th of August, 2018

§ Short-listed candidates will be called for an interview. Short-listing will be done based on the merit of documents submitted. By 26th August 2018.

§ Candidate selected through interview process will be asked to present an inception report which will includes detailed methodology, work plan, revised financial proposal and an outline of final report. By 30th August 2018

§ Agreement will be signed between SRC Country Coordinator and Consultant, and consultant will start working. By 2nd September 2018

Payment

Payment will be done by SRC through account payee cheque to the consultants’ bank account. SRC shall make necessary deductions (for tax) at source that are obligatory as per the rules and regulations. There shall be no other payment related to this assignment

Ownership of output

The ownership of the output of the assignment belongs to SRC-BDRCS and shall be utilized for the Urban Empowerment Project.

Declaration and agreement

Two original copies of the ToR as an agreement will be signed by the consultant and the Country Coordinator of Swiss Red Cross (SRC). The law applicable to the present contract shall be the law of Bangladesh.
