IMAGINE project aims to delaying their first birth of child amongst married adolescent girls in Bangladesh. It is a two year multi country project funded by Bill and Melinda Gates Foundation aiming to test effectiveness of context specific interventions to delay the timing of first birth among married adolescents. The intervention design that Imagine project is going to test has been developed based on findings of a formative research and several other thematic studies. The project is expected to run till 2020.
As a member of the Women and Girls’ Empowerment Team, the Program Manager will provide technical leadership and project management support to successfully guide this initiative. The incumbent will be responsible for overall program management, including, but not limited to the following: development and execution of work plans, staff and partner management and oversight, and budget and grant management. The Program Manager will be responsible for program quality. This means providing technical guidance and oversight to ensure each phase of the program is implemented with quality (formative research phase, intervention design phase, and intervention testing). The incumbent will also be responsible for relationship and partnership management to ensure successful collaboration and coordination to achieve program goals. This will mean successfully coordinating, communicating and liaising with project partners and stakeholders throughout each phase of the project (these may include both internal CARE stakeholders and external stakeholders – donor, research and implementation partners, government, health providers, community members, etc.). Successful performance of these activities will require experience in designing and managing family planning programs and research projects.
Responsibility # 1: Program management
The incumbent will be responsible for overall program management, including, but not limited to the following: development and execution of work plans, staff and partner management and oversight, and budget and grant management. Specific tasks may include, but not be limited to the following:
Development and execution of work plan. This will include development and revision of work plans and budget at the end of each phase of the project.
Develop budget and perform ongoing budget monitoring and financial reporting with support from finance team member.
Staff and partner hiring, management and oversight.
Keep field team up to date on latest guidance or strategies on specific technical tasks.
Ensure appropriate supplies and materials are available to field team for successful project implementation.
Create financial and progress report templates in compliance with CARE Bangladesh, CARE USA, and donor requirements as applicable.
Work with field staff and consultants to ensure quality and accurate project reporting.
Submit reports to Director and other relevant stakeholders according to established reporting schedule.
Responsibility #2: Program Quality
The Program Manager will be responsible for program quality. This means that each phase of the program is implemented with quality (formative research phase, intervention design phase, and intervention testing). This will include, but not be limited to the following:
Provide technical leadership and oversight to ensure the formative research is of high quality and seamlessly feeds into the intervention design process. This will include ensuring the CARE Bangladesh experts’, CARE USA STA’s, and Human Centered design partner’s input informs the research design.
Provide technical leadership and oversight in partnership with the Human-Centered design partner and additional stakeholders to ensure the intervention design plan is executed successfully.
Provide technical leadership and oversight in partnership with the research partner and additional stakeholders to ensure the evaluation is designed and executed successfully.
Provide technical leadership and oversight to ensure the intervention implementation is implemented successfully. This may include periodic supportive supervision visits.
Set up and execute process to regularly reflect on work plan objectives and goals, challenges and success with project team and stakeholders on a regular basis to inform quality implementation of each project phase.
Responsibility #3: Collaboration, representation and relationship/partnership management.
Successfully coordinate, communicate and liaise with project stakeholders throughout each phase of the project (these may include both internal CARE stakeholders and external stakeholders – donor, research and implementation partners, government, health providers, community members, etc.). Responsibilities include, but are not limited to the following:
Ensure development of strong and collaborative relationships with all partners and project stakeholders.
Set up regular mechanisms for partner and stakeholder engagement in line with project objectives.
Ensure work plans and division of responsibilities is clear with partners and timely completion of deliverables.
Ensure the necessary project stakeholders are able to fully participate in relevant project phases (for example, ensure that community stakeholders are aware of and able to participate effectively in the human-centered design process led by the design partner).
Arrange field visits for stakeholders including government representatives and other CARE staff members as needed.
Coordinate with other, ongoing CARE projects in the district as necessary (SHOUHARDO)
Represent the project at relevant district, division, and national forums.
Responsibility #4: Supporting in any other research or coordination work related to M&E.
Contribute in any other research initiative under Women Empowerment Program.
Contribute in development of knowledge management product related to either adolescent’s programming or women empowerment program.
Reporting to:
Director - Women and Girls’ Empowerment Program.
Working Condition:
Based at CARE Bangladesh Dhaka office, with approximate 50% of his/her time to be spent in the field to see the project activities and maintaining liaison, while the remaining 50% will be used with desk work, district and regional office activities including planning with and supporting local and international partners and reporting to CARE USA stakeholder.
Qualification:
At least 5-7 years of professional work experience relevant position.
Master’s in Public Health or relevant field of Social Science like Anthropology, Population Studies etc.
Experience designing and implementing Reproductive and Sexual Health Rights, Adolescents Development or action research related to women empowerment.
Experience successfully managing a projects, field teams and partnerships.
Experience successfully managing and overseeing qualitative and quantitative research in reproductive health.
Experience in designing interventions and programs to improve health and development outcomes.
Experience successfully managing staff, research contracts and partnerships.
Experience in behavior and norms change strategies and health system strengthening.
Experience building strong relationships with stakeholders, especially around sensitive or taboo issues.
Ability to communicate effectively both oral and written format (both English and Bangla) Skilled in MS Office software.
