Child Protection Coordinator

Contractual conditions:
Expatriate contract under Swiss labour code 3’400 CHF (~2’950 €) 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 615’000 Rohingya men, women and children towards Cox’s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. People arrived with very little belongings and all basic needs are to be met. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children: they potentially suffered the most from the dramatic events which happened in Myanmar and during the cross border journey to Bangladesh and they are now the most vulnerable in the refugee camps where living conditions are particularly harsh. The displaced population counts 28% of children between 5 and 17 years old (14% each per gender). There is potentially - adding the refugees already leaving in the area before the crisis (212’518) - a population of 231’700 individuals which need to be supported.
In response to this humanitarian crisis, Tdh seeks to deliver integrated services and support to children in Cox’s Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children, including children affected by family separation.
Main responsibilities:
The Child Protection Coordinator will be responsible for providing strategic direction and vision to the Tdh’s Child Protection programming in Cox’s Bazar and Teknaf (Bangladesh) and will be responsible for the overall quality implementation.
He/She will oversee the Child Protection in Emergencies project Managers (2) and provide guidance to the child protection staff to ensure that stated goals and objectives are met, that the projects is appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner.
He/She will and ensure that child protection principles, CPMS and Tdh’s child protection in humanitarian crises policy are being incorporated into the emergency programs.
He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh’s Child Safeguarding Policy.
Tdh expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.
Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
He/she commits to observe discretion on any information related to the organisation functioning and beneficiary related issues.
Function details:
Program Planning and Implementation
Provide technical and management leadership to the Child Protection Program in accordance with best practice and Tdh’s policies.
Ensure that all planned child protection activities are implemented on time, within the budget, according to quality standards and as per the monthly plan.
With support from the CP managers, follow quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, and procurement.
Identify needs and gaps in programming and proactively suggest new activities to enhance the protection activities.
Contribute to the development of country sector strategic direction and plans.
Work closely with various partners to ensure better coordination and representation of Tdh.
Monitoring and Reporting
Supervise (in collaboration with the CP humanitarian specialist) required evaluation of new situation or of the existing program to guarantee high quality intervention.
Contribute to integrate the last updated ODK toolsSupervise the CP teams and CP managers to conduct regular monitoring and evaluation activities, and on a regular basis liaise with partners to identify gaps and challenges as well as to ensure quality impact of the CP approach.
Work closely with M&E officer to ensure data are collected to better report on activities and to ensure quality services for beneficiaries.
Draft monthly reports in addition to other reporting tasks as per donors and partners requirements.
Capacity building
Identify training needs and develop a capacity building strategy.
Provide follow-up child protection training where required.
Coordination
Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the CP projects.
Attend clusters and working groups, sub-clsuters and task forces.
Liaise with the local authorities to guarantee the acceptation of Tdh’s intervention and as much as possible the reinforcement of the existing CP system.
Advocacy and training (internal and external) on CPMS.
Human resources management
To carry out necessary recruitment when needed, in respect to the local regulations, in collaboration with the CP Project Managers and in coordination with the Human Resource.
To provide CP Managers with ongoing staff monitoring, supervision, and support, including regular and constructive feedback.
Security
Comply with Tdh Security Regulations.
Reports any security/safety incident and/or risk to the Emergency Coordinator**.**
Child Safeguarding Policy
Raising awareness within the Foundation on violence against children.
Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.
Reducing the risk of child abuse by selectively recruiting employees and others.
Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.
Others
Undertake all other duties that may be determined by the Country representative and that are compatible with the job.
Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.
Profile:
University degree and five year relevant work experience.
Proven technical knowledge and skills in the field of Child Protection.
Prior experience working in emergency settings or insecure environments.
Strong written and oral communication skills, effective in representation and liaison with external parties.
Proven ability to work as part of a team.
Demonstrated experience in capacity building and mentoring of national and international staff.
Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
Fluency in English required (spoken and written).
