Bangladesh: International Consultant(Nutrition)-P4 Level

Description of assignment: Tasks will include reviewing existing relevant documents and materials; consultation with key partners and workshops; field testing of draft materials; and briefings with UNICEF. As some of the tasks require field travel, UNICEF will facilitate Consultant in making travel arrangements. Although the time frame for the assignment totals 60 days it is anticipated that this would be spread over a four month period from April – July 2016.

Major Tasks and responsibilities

Develop/update the adapted training materials, job-aids, and IEC materials for early initiation of breastfeeding and lactation management in health facility, community and in the work place

1.1

Collect and review existing Global, other countries and national guidelines on breast feeding support at health facility and in the work place

  1. Inception report of consultancy with detailed activities and timeline in Gant Chart for consultancy submitted

  2. Existing all materials needed/relevant to the consultancies collected

  3. Recommendations for improvement of materials to be developed submitted

5 days (can be done remotely)

1.2

Conduct consultation meetings with key partners and a workshop to review the existing training materials (training, job-aids, IEC materials) and propose recommendation to improve the material.

  1. Meetings with key partners conducted

  2. Workshop report with outputs /recommendations for next steps toward finalizing the materials submitted

  3. List of type of IEC materials to be developed and proposed draft submitted

5 days – Travel to BD is required for meetings and workshop

1.3

Revise training materials, job-aids, IEC materials for early initiation breast feeding and breast feeding support in the work place through consultation with partners and UNICEF’s C4D section and present the final draft materials to partners.

  1. Draft of adapted training materials, job aids, IEC materials for early initiation breast feeding and breast feeding support in the work place submitted

  2. Meeting to present the final draft conducted and report submitted

  3. Final draft of materials (guidelines, training materials, job-aids, and IEC materials) submitted in hard copy and soft copy with editable format

10 days (2 days in Dhaka, can be combined with travel during Activity 1.2 and 8 days remotely)

Develop breastfeeding advocacy materials for policy dialogue with key stakeholders

2.1

Develop draft of advocacy material in consultation with UNICEF’s C4D section

  1. Zero draft of proposed advocacy materials submitted and shared with partners for inputs

4 days (can be done remotely, combined with remote work of Activity 1.1)

2.2

Conduct consultancy meetings with key partners and a workshop to discuss the draft of advocacy materials

  1. Workshop conducted and report with workshop recommendations on the next steps toward finalizing the materials submitted

5 days (in Dhaka, can be combined with time in Dhaka during assignment 1.3)

2.3

Revise and finalize advocacy materials

  1. Final advocacy materials developed and submitted in hard copy and soft copy in editable format.

5 days (in Dhaka, can be combined with time in Dhaka during assignment 1.3)

Develop/Establish award/competition schemes and mobilization events with Private sector companies to promote workplace standards for breastfeeding and design innovative communication campaign

3.1

Develop competition and mobilization strategy scheme with Private sector companies in consultation with UNICEF’s C4D section and relevant partners.

  1. Consultation meeting with UNICEF’s C4D section, private sectors and relevant partners is conducted with key recommendations on the competition event and mobilization strategy

  2. Draft of competition/award and mobilization strategy document is submitted in hard copy and soft copy in editable format

8 days (in Dhaka) – second travel

3.2

Develop/design innovative communication campaign for breastfeeding in the workplace in consultation with UNICEF’s C4D section and relevant partners.

  1. Concept note for innovative communication campaign for breastfeeding in the work place developed and submitted.

Develop/update the adapted global/national training guidelines and materials, job-aids, and IEC materials for adolescent nutrition

4.1

Review and mapping current global/national adolescent nutrition training guidelines and materials, job-aids and IEC materials and relevant documents, including findings from formative research on dietary habits among adolescent girls (anticipated to be available in April 2016)

  1. Report on the document review and mapping with recommendations for improvement is submitted

4 days (can be done remotely), can be combined with Activity #1.1

4.2

Conduct consultation meetings (UNICEF’s C4D section and relevant partners) and a workshop to discuss the document review and mapping of the existing materials

  1. Workshop conducted and report with action points submitted

6 days (in Dhaka) – travel can be combined with activity 3.1 during second travel

4.3

Develop comprehensive set of materials for adolescent nutrition including training guidelines and materials, job-aids, and IEC materials.

  1. Final draft of guidelines and materials submitted in hard copy and editable soft copy

10 days (remotely)

Payment schedule: Based on completion of above mentioned tasks and associated deliverables, with the following schedule:

  • First payment: 20% of total payment upon submission of deliverable 1 to 3, 10, and 16.
  • Second payment: 25% of total payment upon submission of deliverable 4 to 9.
  • Third payment: 25% of total payment upon submission of deliverables 11 to 15.
  • Fourth (Final) payment: 30% of total payment upon submission of deliverable 17 and 18.

Qualifications

  • Advanced University degree in relevant field, public health, nutrition.

  • Experience developing training materials, job-aid, messaging for IEC and advocacy materials related to promotion and support of breastfeeding practices and adolescent/maternal nutrition

  • Experience in facilitating workshop

  • Experience in developing communication campaign and community mobilization for breastfeeding promotion and support, as well as materials for adolescent nutrition

  • Experience in working with private sector to establish breastfeeding friendly workplace is preferred

  • 8-12 years working experience in public health and nutrition in developing country settings.

  • Fluent in English both oral and written.
