JOB CONTEXT:
Bangladesh stands as one amidst the less privileged states in South Asia with one of the highest density of population in the world (160 million) along with a fragile economy and governance.
In fact :
most of the territory is a disaster-prone area (regular floods and storms)
the resources and infrastructure happen to be poorly managed
the number of workers exceeds by far the number of job opportunities
the democratically elected government faces challenges in fighting corruption and inflation.
The country’s population is composed as follows:
88%- Muslim
10%- Hindu
Less than 1%- Buddhist/ Chistian
Security has proven to be an issue during the political turmoil surrounding the 2014 elections and the wave of violence against bloggers. Also “hartals” (national strikes) may cause disruption in projects’ implementation. Eventually, the Hill Tracts area (Myanmar border and Indian border) is forbidden to foreigners.
JOB DESCRIPTION:
Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. The organization presently employs a team of 50 national staff and 3 expatriate staff.
HI projects in Bangladesh are presently supporting and actively looking for:
The development of the national rehabilitation sector through capacity building for the rehabilitations professionals (training) & associations (means, advice, etc)
The increase of sustainable and long term livelihood opportunities for people with disabilities through a disability- inclusive pilot model
The integration of disability concerns/ stakes within the work of disaster reduction management including building up a more inclusive emergency response strategy
The improvement of the quality of life of Rohingya refugees with disabilities within the camps and host communities : access to rehabilitation, education, livelihood and sport
The Country Operational Framework (COP) Project Officer is responsible for helping the Country Program Director with obtaining key data/ information and lead analyses which are essential for the correct drafting and implementing of the future 2016-2021 Country Operational Framework (COP) by the Country Program team. The Country Program Director stays responsible for the drafting and the final document production of the COP- the first half being already finalized.
The Country Operational Framework (COP) Project Officer works under the Country Program Director line management with functional links to the Deputy Desk Officer based at headquarters (HQ).
Your main responsibilities:
- Organizing stakeholders’ meetings and workshop with national authorities, donors, partners, civil society organizations, technical partners and HI staff (at program and HQ levels)
- Supporting the collection, analysis and capitalization of key data for the Country Operational Framework (COP) drafting
- Participating in the drafting of the Country Operational Framework (COP) with a focus on proposing and/or including:
linkages between the different chapters
a summary of the COP
an intervention map with a geographical approach
a sector and thematic based lay out
findings on the program made by the headquarters
HR, logistics, finance, communication strategies and perspectives
CANDIDATE PROFILE:
Skills & experiences:
University degree in political-social sciences/development studies/international relations
At least 5 years of senior management experience in the designing, implementation and evaluation of programs
Strong experience in conducting workshops, projects reviews & assessments
Strong experience in strategic planning and conceptualization
Strong experience in dealing with multiple stakeholders
Personal qualities:
Excellent interpersonal and active listening skills
Strong result- orientation approach
Ability to develop and maintain effective work relationships with people from different cultural backgrounds with sensitivity and diplomacy
Ability to develop and maintain a participatory approach
Insight towards the social, cultural and political context of the program
REQUIRED LANGUAGE SKILLS:
Excellent English communication skills (both oral and written)
JOB ENVIRONMENT:
Bangladesh remains a medium-risk area, security rules are to be strictly followed both in work and private life.
The position is based in Dhaka, the climate is subtropical/tropical with low altitude. Dhaka offers a correct range of recreational and leisure activities (shopping malls, restaurants, coffee shops, international clubs) and hosts a large expatriate community. The office and expatriate housing is located within the diplomatic area in Gulshan. Night life options are limited outside of authorized international clubs while public transport options are not accessible to expatriates.
EMPLOYMENT CONDITIONS:
Salary: 1881-2247 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
