ABOUT THE MISSION IN BANGLADESH
SOLIDARITES INTERNATIONAL (SI) opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.
SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.
In the area of the project:
Since 25 August 2017, 688 000 Rohingyas have fled from Myanmar to Bangladesh. This influx has put pressure on the Bangladeshi community in Cox’s Bazar district, which is now hosting around 900 000 Rohingyas, and particularly in the upazilas of Teknaf and Ukhia where the Rohingyas now constitute at least one third of the total population. This has been a significant shock to a community which already experiences under-employment, under-investment and poor access to services as challenges to development.
The mission:
The mission coordination is based in Dhaka with operations bases in Bandarban and Cox’s bazar/ Teknaf. The Teknaf base is the largest with 14 expatriates. our National staff has great skills and a number of positions have been nationalized over the past years/ months at both base and coordination level.
The mission has gone through a massive scale up dut the changes of the humanitarian context in october 2017 and to the important emergency responses implemented. It now needs to be structured and reinforced.
The programs:
Si operates in various sector including: WASH, protection, DRR, Shelter, Food security and livelihood, contyingency, out of camp site management, and distributions.
ABOUT THE JOB...
The Field Coordinator has the role of delegated Country Director for this region of a country in which Solidarités International intervenes.
He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.
He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.
He/she coordinates the teams in place and is responsible for their security in his/her assigned zone.
He/she is the Country Director‘s direct contact and representative.
THE MAIN CHALLENGES OF THE POSITION ARE:
On an overall point of view, this assignment will allow the Field Co to fulfill core humanitarian objectives, providing most-needed services to non-conflicting local populations with the support of dedicated SI national staff at base and coordination levels.
Currently the main challenges of the Field Coordinator position are:
- Important in depth work to normalize and increase the base performance (resizing of support team, ensuring the respect of policies, using all the follow up tools…)
- Large size of operations (with around 250 base staff), including emergency projects having tight implementation timeframes, requiring good decision-making capacities and capacity to work under pressure
- Multi-sectorial spectrum of the projects (WASH, FSL, Protection, Shelter, Site Management) in a challenging context covering different type of settings (host communities and refugees settlements), requiring a good degree of organizational and analytical skills
- Implementation of new projects
- Develop a long run strategy for Host Community intervention (WASH, DRR, FSL) while working on short term refugee approach
- Switch to emergency intervention to a medium term response to the Rohingya crisis
- Relationship with authorities and coordination stakeholders
YOUR PROFILE
Qualification:
- Master‘s degree preferably in Project management/humanitarian aid or any equivalent Masters level or higher degree.
Experience:
- Substantial experience – 3 years- in a similar or senior management position in an overseas INGO environment, ideally in both emergency and longer-term contexts
- Experience in strategic planning (programmatic and organizational),
- Experience in large team management (including management of expatriates)
- Previous experience with SI would be an asset
- Experience in Asian countries is a plus
Technical and personal skill:
- Capacity to deal simultaneously with many different issues, to self- update and learn very quickly from a highly and constantly evolving environment
- Ability to analyze information quickly and accurately
- Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
- Good representation skills: ability to liaise with local authorities, NGOs, other agencies and donors.
- A good understanding of security management
- A good understanding of humanitarian challenges including the link between refugees and Host Communities and Protection issues.
- Knowledge of WASH/Livelihood/Protection as preferable assets
- Strong decision making skills and analytical skills.
- Good resistance to stress and pressure
Language:
- Fluent English – written and spoken
- French is an asset
Computer skills:
- Proficiency in Microsoft Office Suite, working knowledge of spread sheet and database management
LIVING CONDITIONS
Teknaf is a fisherman town counting more than 150,000 inhabitants and offering minimum services (local restaurants, local shops…) and nice beaches. It is located 2 hours from Cox’s Bazar city. Most of the NGOs working on the Rohingya crisis are located in Cox’s Bazar city; Oxfam, MSF and SI are based in Teknaf.
In Teknaf, expatriates are accommodated in a big new Guest House with minimum standard of living (individual bedroom and bathroom, electricity through generator, running water, cook and cleaner, internet through usb stick). The Guest House is close to the Office.
In Teknaf, expatriates can enjoy some time at the beach or in the market during week end. They also have the possibility to go to Cox’s Bazar city during weekends where they will find western and sea food, and nice restaurants to relax on the beach side. Cox’s Bazar is one of the touristic cities of Bangladesh and easily accessible from Dhaka (half day trip including internal flight).
The expatriates have to behave respectfully towards local customs and practices. The security situation is relatively quiet even though the arrival of 900 000 refugees in the District increased tension between the refugees and the host communities.
SI WILL OFFER YOU
A salaried post: according to experience from 2860 euros gross per month (2600 base salary + 10% annual leave allowance paid monthly) +100€/year of humanitarian experience at the same position +50€/year of experience at a position which has helped to reach the current level + a monthly Per Diem of 350 US dollars.
Vacation: during the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
