We are looking for our delegation in Bangladesh for a

Child Protection Project Manager – Case Management

Position Start Date: 15th of October 2018

Duration: 6 months

Location: Cox’s Bazar - Bangladesh

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and child protection. For the child protection component this includes: PSS activities in CFSs and with Mobile Teams, Case Management & Alternative Care and Capacity Building.

Main responsibilities:

Under the supervision of the Child Protection Coordinator, and in close collaboration with the PSS Project manager and the Child Protection Capacity Building Project Manager, the main purpose of the position is to implement emergency child protection projects with a specific focus on the delivery of quality case management and protection services to vulnerable children and their caregivers:

He/she is responsible for the provision of:

  • Case management services for unaccompanied and separated children and other vulnerable children victims or at risk of violence, abuse, neglect, exploitation, early marriage, trafficking and/or sexual and gender based violence.

  • Provision of protection services individually tailored to the needs of identified vulnerable children, including alternative care arrangements for unaccompanied and separated children based on each child’s best interests.

  • Provision of alternative care arrangements, including establishment of a network of foster families for children without parental care.

  • Continued mentoring and coaching of case management teams to ensure the delivery of quality protection services for children at risk.

  • He/she works in complete line with the project strategy defined for the intervention.

  • He/she works in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the project.

  • He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions of the target population.

  • He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Code of conduct and child safeguarding policy.

  • He/she will contribute to project proposal development and reporting.

Function details:

Project Management

  • To develop, implement and monitors the emergency CP Case Management project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.

  • To ensure that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the implementation strategy.

  • To monitor CP situation in Cox’s Bazar, and activities’ impact and propose adjustments of the project strategy if needed.

  • To forecast and follow up on expenditures related to the project.

  • To participate in budget revision exercises.

  • To prepare timely purchase requests in line with the project needs.

  • To support required actions by the administration related to protection team management and supervision.

  • To identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).

Reporting, monitoring, communication and planning

  • Ensure donor and internal reporting : Writing of the narrative monthly, quarterly, intermediate and final reports, according to the templates and requirements**.**

  • Participate to proposals development.

  • Feeds information to the child protection coordinator and emergency coordinator.

  • Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.

  • Participate in assessments in its geographical zone of intervention or outside.

  • As requested by his/her Line Manager, take part in the definition of strategic orientation for the mission, be it in the operational or in the technical part.

  • Planning of activities. He/she must provide activity planning for all the duration of the project, as well as monthly and/or as requested.

  • Creates and applies a communication and visibility plan in the project(s) under his/her responsibility.

  • Design, and ensures the correct implementation of a monitoring plan for the activities and staff of our local counterparts.

  • Design, and implements correctly, a data gathering system and tools as needed for the implementation of the project.

  • Ensures the capitalization of lessons learned and good practices in formal documents.

Coordination and representation

  • Participate in internal coordination meetings as needed and requested.

  • Participate in external coordination meetings (Cluster meetings, meetings with authorities) and ensure the correct technical coordination with other Tdh activities.

  • Ensure the correct integration of Tdh’s CP activities and strategy in the State plans, policies and regulations.

  • Ensure the correct coordination with the other Project Managers, in the activities related to his area of work.

  • Ensure the coordination and solves potential overlapping of activities with other organizations and actors in CP sector in Cox’s Bazar.

  • Ensure communication and reporting regarding technical matters, as needed, with the technical referent for food security available at the mission or at HQ.

  • Participate, as requested by his/her Line Manager, in the writing of CP proposals.

Team Management & Human Resources Management

  • To identify, recruit train and manage staff.

  • To ensure staff care.

  • To ensure Child safeguarding policy is enforced.

  • To ensure the whole team has a clear understanding of the Tdh mandate and project.

  • Ensure a positive working environment and good team dynamics (solve potential conflicts), organize and lead coordination meetings and evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to HR.

  • Ensure the communication contract is implemented within his/her team(s) and project teams.

  • Create conditions for a good flow of operational information from delegation – field - delegation (verbal exchanges, e-mails, sitreps, reports, etc.).

  • Ensure overall compliance with the Tdh HR procedures and those of the country (fairness, transparency).

  • Participate in the delegation coordination meetings.

  • Ensure and support the accountability of the national teams in a gradual process of delegation and nationalization of managerial posts.

  • Develop his/her subordinates' self-reliance and encourage collaboration.

Security

  • Comply with Tdh Security Regulations.

  • Ensure Staff safety and inform staff on security rules as defined.

  • Reports any security/safety incident and/or risk to the emergency coordinator.

Technical objectives

  • Establishment of a quality Case Management System in targeted area to respond to the protection needs of vulnerable children.

  • Ensure the case management system implemented is consistent with, aligned and where possible interlinked with existing CP system and adheres to the main inter-agency standard operating procedures in case management and documentation.

  • Deliver initial and refresher CM trainings for caseworkers in all target locations.

  • Provide daily guidance on case management to caseworkers and organize regular case-conference to discuss complicated cases.

  • Map specialized services for children and develop and maintain referral pathways facilitate and ensure to access services for children in need.

  • Ensure monitoring system and tools are in place for the follow-up of all CM activities and cases.

  • Ensure appropriate information management protocol is in place, particularly in terms of confidentiality of data.

  • Implement alternative care arrangements for UASC, including network of foster families for children without parental care in close collaboration with relevant authorities.

  • Conduct training on alternative care and foster families for field staff.

  • Facilitate community mobilization and ownership to establish community-based alternative care for unaccompanied and separated children, including identification and training of foster-care families and follow-up of children placed in hosting families.

  • Ensure regular communication with the PSS Project Manager, the CP Capacity Building Manager and the Child Protection Coordinator on updates, achievements and challenges through meetings, reports and ad hoc communication upon request and needs.

Profile:

  • Master degree in social work and/or psychology.

  • Experience in social work and case management preferably in emergencies.

  • At least four years of experience in the implementation of CP projects, preferably in humanitarian contexts.

  • Successful track record of developing funding strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.).

  • Excellent knowledge of the Logframe, proposal and budget development.

  • Proven knowledge of logistics implementation at national level.

  • Ability to work well and punctually under pressure.

  • A commitment to excellence; attention to detail.

  • Excellent level of English, written and spoken.

  • Excellent handling of IT tools.

  • Raising awareness within the Foundation on violence against children

  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse

  • Reducing the risk of child abuse by selectively recruiting employees and others

  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children
