THE ROLE

The Health Project Manager - PHCC will work with the Health Programme Manager, Health Technical Advisor and Clinical Lead to manage a high-quality Primary Health Care Centre services manned by competent staff to treat and refer the Rohingya community within the PHCC catchment area.

The post holder is responsible for the overall management of the PHCC, the management of all PHCC staff (clinical and non-clinical) as well as budget and project management for the PHCC related awards. This should be done in close collaboration with PHCC clinical supervisors, and WASH, nutrition, logistics, Child Protection, and MHPSS teams.

S/he is accountable for ensuring inter-departmental coordination with medical team and non –medical teams ensuring continuum of care and a good quality of health services to the patients as well as a good maintenance of the hospital buildings and all support services.

S/he is accountable for quality of care and along with the Clinical Specialist will lead the technical oversight of the PHCC and heavily focus on capacity building and mentoring of national staff. S/he will also be responsible for grant project management related to the PHCC, including budget responsibility, developing and implementing work-plans, report-writing, monitoring progress of project targets and key indicators, and coordinating with the Health Manager and logistics and finance departments on procurement and transport of all PHCC materials including orders of drugs and medical supplies.

The Post holder will be line managed by the Health Programme Manager with a dotted line to the Health TA and work closely with the Clinical Specialist. There is an expectation of working closely with a national counterpart to handover responsibility of services, as the PHCC becomes established. The post holder should also work closely and collaboratively with the Project Manager for the Health Posts ensuring a sharing of resources where required and standardisation of approach where appropriate.

This position will not be providing direct patient care, and will focus main efforts on supportive supervision and on the job training. This role will also involve representation of the organisation on occasions.

QUALIFICATIONS AND EXPERIENCE

Essential

· Medical Doctor, Nurse or Paramedical diploma, a degree in management of health facilities or public health would be an asset

· Essential at least 2 years management experience of health facilities

· Essential working experience in developing countries.

· Registered with own country general medical council.

· At least 5 years experience of delivering health programmes in humanitarian settings

· Ability to reflect on and learn from personal and programme performance and act upon lessons learnt.

· Able and willing to travel to remote and insecure locations for periods of time and at short notice.

· Strong communication skills, with excellent written and spoken English including clinical terminology.

· Proficiency in Microsoft Office (Word, Excel, Outlook).

· Ability to work in and maintain a positive team dynamic in a challenging environment.

· Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization

· Demonstrated excellent interpersonal-skills/ ability to represent the organisation with local authorities and community leaders.

· Commitment to principles of Child Safeguarding and accountability towards communities

Desirable Skills

· Experience in tropical medicine or Public Health

· Knowledge of Bangla language/ Experience in similar cultural contexts

· Understanding of the complexity and sensitivity of host community/ refugee dynamics Previous experience working in the region or similar cultural/contextual environments

· Experience in primary health care, general practice, and medicine.

· Experience in implementation of EPI programme and vaccination campaigns.

· Experience in paediatrics and Infectious disease control.

· Experience in working in treatment centres/units particularly Cholera Treatment centres.

· Experience in working in a district hospital including management and clinical care

· Strong knowledge of Save the Children systems and ways of working.

CONTRACT LENGTH: 6 months
