About the Rohingya Refugee Response Programme
It is now one year since over 700,000 Rohingya people from Myanmar fled to Bangladesh in what is now one of the world’s largest humanitarian crisis. Oxfam has humanitarian operations on both sides of this crisis. In Bangladesh, Oxfam is providing vital aid including clean water, toilets, washing facilities, fresh food, clothing, lighting alongside hygiene promotion and protection activities, with a special focus on women, for 266,000 Rohingya refugees, with a plan to reach 300,000 people by the end of 2018. Oxfam has been working in Rakhine State, Myanmar, since 2012. Oxfam is currently providing humanitarian aid to 98,000 Rohingya, and Kaman Muslims who have been living in closed camps in Central Rakhine State for the past six years. The response has focused on access to clean water, sanitation and hygiene promotion as well as gender equality and protection activities. Oxfam also runs development projects designed to strengthen local civil society organizations, reduce poverty, campaign for land-ownership rights and support women to earn a fair living within Rakhine State.
With humanitarian operations in both countries, Oxfam speaks regularly to Rohingya women, men and young people about their immediate needs and priorities, as well as their hopes and fears for the future.
About the Role
This is an exciting role for an experienced humanitarian campaigner/advocate. The role is based in Cox’s Bazar in Bangladesh, with a focus on the humanitarian response. The Advocacy and Policy Manager will support Oxfam’s efforts to design and implement advocacy strategies and work with others to support refugees and host populations in Cox’s Bazar to achieve their rights and to increase resilience and social cohesion.
As part of the Senior Management Team, the post holder will be responsible for Oxfam’s global campaigning on Rohingya crisis in Bangladesh, to raise the voice of Rohingya refugees, through policy and advocacy work, including reports, briefings, media and communications, with specific attention to women and girls. Leading a team of Policy, Media and Comms staff in Cox’s Bazar the post holder will also work closely with the campaigns team in Dhaka team to ensure effective outreach and relationship building, and dissemination of Oxfam’s messaging and programme work to national level targets e.g. CSOs, government officials and civil servants, Parliamentarians, and national media.
About the person
We are looking confident and motivated self-starter with proven experience in leading advocacy work. A Minimum 5 years of work experience in advocacy, development, humanitarian response, human rights, or international affairs and Bachelor’s degree in Political Science/International Affairs/Public Policy/Government with focus on conflict and security/ humanitarian affairs/ governance/ risk management. Advanced degree in related field would be an added advantage.
Previous humanitarian work experiences, project management, and coordination skills required and Understanding of humanitarian response, disaster risk reduction, complex humanitarian emergencies, conflict resolution strategies, and international human rights/ humanitarian law. Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam's work.
Proven experience of building and leading diverse teams and; evidence of managing large complex teams. Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience. Lobbying and political skills: persuasive, diplomatic and articulate. Experience with media and making public statements and presentations.
