Bangladesh: Solid Waste Management practices and solution Consultancy

How to apply:

I. INTRODUCTION

Terre des hommes Foundation is seeking to contract a consultant to evaluate the situation in the camp in term of Solid Waste Management and propose a midterm solution. This consultancy has the objective to contribute to the project leaded by UNDP.

This draft named “terms of reference” aims to explain the project and its objectives.

II. TERRE DES HOMMES & context of intervention

Terre des hommes Foundation (Tdh) is the leading Swiss child relief agency. The Foundation has been helping children in need for over 50 years, defending their rights regardless of their race, creed or political affiliation. In over 35 countries, Tdh protects children against exploitation and violence, improves children’s and their mother’s health and responds to emergency in humanitarian crises.

Tdh has been working in Bangladesh since 1974 and is registered with the Non-Governmental Organization Affairs Bureau. It has implemented successfully development, relief and recovery projects in the last 10 years in flood-affected areas such as Kurigram, Barguna districts, with actions related to maternal and primary health care, nutrition screening, Infant and Young Child Feeding (IYCF) awareness campaigns, WASH, child protection and homestead gardening.

In October 2017, Tdh Lausanne conducted an integrated needs assessment in some of the refugee camps of Cox's Bazar district, which highlighted the alarming situation in all aspects (health, nutrition, WASH, and child protection) among the Rohingya population. Tdh has a long experience of integrated primary health care, nutritional, WASH and child protection programs and is bringing its expertise to the context of this crisis.

Tdh long presence in the country and excellent reputation made possible to obtain the governmental authorisation to operate in Cox Bazar, so called FD7, very quickly and makes Tdh an ideal actor from emergency response to post disaster long term programming. Tdh has been responding to emergency needs of Rohingya population in Kutupalong camp by providing life-saving and multi-sectorial activities, in health, nutrition, WASH and child protection activities in partnership with Swiss Solidarity, the Swiss Cooperation, Child Fund Korea, Tdh Germany, Tdh Netherlands, UNICEF, UNHCR, IOM, C&A Foundation and in close liaison with the District Commissioner's Office, the RRRC, the Upazilas, the Camp in Charges (CiC) and community leaders.

Tdh intervene in Kutupalong Extension camp in Ukhia Upazila, Cox's Bazar district, Chittagong division, Bangladesh.

III. Consultancy CONTEXT

Since 2017 Tdh is implementing WASH activities in Kutupalong mega-camp. During the first phase of the intervention, the project was focus on the access of WASH infrastructures such as the construction of latrines, deep tube-wells and washing cubicles. Unfortunately, Tdh was not able to establish an FSM plant due to the lack of appropriate space. However in the 3 camps of intervention camp1E, camp7 & and camp13, Tdh was able to establish 3 dumping sites for solid waste disposal. Due to the context it was challenging to implement a more sustainable solution. Effectively at early stage of the intervention, the WASH department was aware that this solution will only be temporary. At present, due to a large volume of waste and not segregated, the 3 dumping sites are closed or nearly to be close.

Despite FSM is still a priority, the sector in the past months emphasise the necessity on Solid Waste Management and the initiative of UNDP is a clear illustration of the strategy.

In October 2018 UNDP presented his project on solid waste management, that will target 500 000people in the coming 3 years including some parts Kutupalong Mega-camp, Teknaf camps and host community. The scope of the project is based on two main aspect:

· Developing Waste management System

· Changing Behaviours and Attitudes.

At present the project is at initial stage and a pilot project will conducted in order to duplicate the lesson learnt.

Tdh will be concerned by this project in camp-1E, as the project will be mainly focused on UNHCR camp and camp-1E has been identified to initiate the project as a pilot experience. In this perspective the consultancy should include UNDP’s project objectives in order to contribute as much as possible to a more sustainable vision and avoid overlapping. The final objective of UNDP project is to reduce the volume of Solid Waste through awareness and reinforce the capacity of recycling practices in order to minimize the production of ultimate waste sent to landfill.

IV. PURPOSE OF THE consultancy

The target of this consultancy will focus on camp-1E in the objective to identified a midterm solution on Solid Waste Management. The consultancy will have the objective to identified the characteristic of the Solid Waste generated by the beneficiaries and the response and their origin. Therefore following this first result, the consultancy will have the objective to propose solutions in order to reduce the ultimate waste. Following the situation, the proposed intervention should consider options such as composting, reuse of the organic waste, recycling, etc.

The consultancy will have the objective to assess the actual practices of the beneficiaries, measure the existing recycling process, their weakness to scale up and propose solution in order to increase their capacities.

This consultancy will support the development of Tdh’s strategy on implementation of Solid Waste Management process including participation and sensitisation of the beneficiaries.

V. Consultancy focusing point

The consultancy will focus on the response of those main challenge:

QUESTIONS

Identification of the produced Waste and their origin

  1. What is the characteristic (plastic/organic…) and proportion of the waste generated by the refugees and actors in Volume/day

Existing practices on Solid Waste management of the WASH partners, beneficiaries and informal lucrative structure

  1. What are the actual practices applied by the refugees and actors to manage their Solid Waste

  2. What are the informal and external existing lucrative structure that are currently recycling the waste and the type of waste recycled

Solution proposed in order to reduce the volume of ultimate waste including reuses, recycling and composting

  1. What are the possible solutions and technologies that can be implemented in order to reduce the volume of ultimate waste at refugees level/camp level (actors). This can include proper and efficient recycling, separation of organic waste for composting/biogas production, reuse of waste for generated profit by-product

  2. Evaluation of the incentive process for recycling.

Scale-up

  1. Identification of the challenges on reduction of solid waste/reuse and recycling of solid waste.

VI. METHODOLOGY OF THE EVALUATION

The consultant will be asked to submit the methodology of the consultancy, which will include but not limited to the following:

  • In-country briefings with Tdh Cox’s Bazar team and regular feedback during the field work;

  • Observation of ongoing practices in the field bases;

  • Interviews of relevant stakeholders, including key staff , partners, UN agencies, donors and beneficiaries.

The consultant will ensure that different methods will be combined, and the information triangulated. Participatory methods will be used as much as possible to involve project actors and staff, therefore ensuring optimal assessment.

The methodology described in these terms of reference is suggested as a proposition that will have to be reviewed and further elaborated by the consultant.

In order to facilitate the induction of the consultant and to activate existing knowledge of Tdh Cox’s Bazar team about the context, focal points and contributors are mobilized to support the consultant throughout the consultancy:

ü In Cox’s Bazar:- main focal point: WASH Coordinator,

ü In Switzerland – Main focal point: (Bruno Wash Expert)

Contributors, Desk, Humanitarian Thematic Experts, Monitoring and Evaluation advisor and WASH advisor.

In case of difficulties, reorientation shall be considered during the course of the consultancy, but only after approval of Tdh.

VII. DELIVERABLES

The consultant will provide deliverables in a timely manner and in electronic format.

Essential deliverables required are:

  • Following desk review and briefings, and before the start of the fieldwork: The inception report, which will include:

ü the detailed methodology suggested, including the evaluation matrix highlighting how evaluation questions will be addressed

ü the draft data collection tools,

ü work plan, including the necessary requirement to perform the consultancy including logistic, Human Resources, etc.

  • An intermediate (draft final report) and the final evaluation report, which will include:

ü An executive summary (max. 3-4 pages) focused on the methodology, the main, conclusions and relevant recommendations

ü A table of contents

ü A list of annexes, abbreviations, tables, figures, pictures, etc.

ü An introduction

ü The presentation of the methodology, scope and limitations

ü The findings of the evaluation including lessons learned

ü Detailed recommendations for the next projects including good practices

ü An evidence-based conclusion

ü Annexes (ToR, data collection tools, updated work plan and list of people interviewed)

ü A PowerPoint presentation

Reports must be provided in Word format and the report pages numbered. Reports must be written and submitted in English.

Results of this evaluation will be intended for the Tdh and for the donors.

Intellectual Property Rights

All documentation related to the Assignment (whether or not in the course of your duties) shall remain the sole and exclusive property of the Charity.

VIII. EVALUATION SCHEDULE

The proposed evaluation consists of 19 working days including :

ü A maximum of 21 days of field visit (including 2 traveling days)

ü A minimum of 8 days for desk review and finalization of the report to be organized at the consultant’s convenience

The assignment should be carried out in a period of time to be defined with the consultant, ideally between the 23rd of November and the 29th of December 2018.

IX. PROFILE OF CONSULTANT

The consultant (team) must have a strong background on solid Waste Management research or implementation in emergency context.

Others requirements are:

ü Knowledge of the Rohyngia crisis in Kutupalong Mega-camp is preferred

ü Demonstrated previous experience in leading previous consultancy in humanitarian context, using a range of different assessment methods

ü Experience in working in the emergency humanitarian sector.

ü Expertise in Humanitarian standards

ü Strong conceptual and analytical thinking

ü Excellent communication and writing skills ü Excellent knowledge of French and English for the consultancy a translator will be provided if needed
