General description of the position

The mission:

Action Against Hunger began working in Bangladesh since 2007 following the floods in Shariatpur and cyclone Sidr. Since then Action Against Hunger has been working to fight against hunger, malnutrition and responding to humanitarian crisis in Bangladesh. At present, Action Against Hunger is running its programmes in South-west and South-east of Bangladesh.

The activities with refugees in Cox’s Bazar started in 2009 and as gradually increased and extended to the Bangladeshi community in 5 different upazillas.

Over the years, the organization has built strategic relationships with local/national partners strengthening their capacity by cross learning and extended support.

25 projects are on-going in Dhaka, Satkhira/Barguna and Cox’s Bazar.

Currently the main programms are:

  • Nutrition & Health is at the core of Action Against Hunger’s programming.
  • Food Security and Livelihood
  • Water, Sanitation and Hygiene (WASH)
  • Disaster Risk Reduction and Management (DRR&M)
  • Mental Health and Care Practices (MHCP)

The position:

You will be in charge of strengthen the MEAL systems and capacity in the Bangladesh programme aligned to the global MEAL strategy of Action Against Hunger.

Main responsabilities

Participate in the strategic orientation of MEAL in the mission in relation with the Country Director (CD), the Deputy Country Director (DCD), and Divisional and Deputy Divisional Director

  • Propose and develop a strategy for the MEAL department in accordance with ACF policies and priorities for the mission
  • Support the Management team in the monitoring and analysis of ACF interventions
  • Be the driving force for improving MEAL activities
  • Contribute extensively to programming work through providing relevant and evidence-based information

Ensure the relevance and quality of MEAL systems at country level

  • Provide support to the technical management team in the preparation of Logical Framework Matrix, the MEAL plan and transferring into a quantitative APR for the different projects
  • Assessing the financial, human and logistical elements of MEAL activities to be implemented
  • Support the technical management team in setting-up effective and appropriate MEAL systems respecting ACF technical requirements and the criteria stipulated by donors, including gender and resilience aspects
  • Approve the technical aspects of M&E plans and ensure that monitoring indicators are SMART
  • Help in developing checklists in collaboration with the technical management team to ensure that established norms and standards are respected when implementing ACF programs
  • Participate in the design and set-up of relevant and consistent surveillance systems in collaboration with the technical management team

Provide technical support for assessment, monitoring and evaluation

  • Ensure that ACF resources, policies and tools regarding MEAL activities are used correctly (include specific tools like KAP surveys, PCVA, etc.).
  • Provide a technical and methodological support to program managers and M&E officers for the planning and implementation of MEAL activities: design of survey (data collection) methodologies, design of tools, quality control during data collection process, data analysis and reporting
  • Anticipate difficulties related to how MEAL activities are carried out and facilitate the resolution of problems linked to MEAL aspects
  • Regularly visit ACF activities in the field to ensure that MEAL activities are properly carried out and that established norms and standards are respected
  • Participate in the methodology, planning, tools’ development and organization of assessment missions

Staff management and capacity building

  • Define the prerequisites for MEAL position openings and adapt existing job descriptions if necessary
  • Welcome and brief any newly recruited staff on accountability and M&E approaches in place
  • Identify training requirements within ACF or ACF partners´ teams with regards to MEAL
  • Prepare and implement technical trainings in line with the needs identified
  • Lead workshops and/or technical exchange meetings to discuss about MEAL activities
  • Evaluate and assess the performance of MEAL officers under his/her direct supervision
  • Ensure that handover reports are written by all MEAL officers before the end of their contract

Internal knowledge building for learning, reporting and representation

  • Support the technical management team in conducting Internal knowledge management and learning activities related to intervention methods, techniques, and on the experiences acquired by ACF
  • Participate in the centralization and dissemination of procedures, guides and tools linked to MEAL activities
  • Support the field teams and technical coordinators in drafting the APR templates and providing technical punctual support if needed
  • Disseminate and ensure the proper follow-up of recommendations issued from assessments, studies and evaluations (e.g. KAP survey, SQUEAC,…)
  • Participate in the preparation of reports and annexes linked to ACF projects for donors
  • Develop technical partnerships with others actors in the sector of MEAL at country level and regularly keep up-dated the technical management team
  • Ensure that ACF is represented at all meetings or forums concerning MEAL activities
  • Represent the organization externally when needed
  • Upload and share all official and relevant documents with regards to MEAL on NAS server and NHF

Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure and encourage the incorporation of gender equity principles in all policies and activities
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Do you fit the requested profile ?

You hold a Master Degree in social sciences or equivalent.

You have at least 3 years of experience in the humanitarian sector working in data collection (conducting quantitative and qualitative surveys, assessments, evaluations, database management and statistical treatment) and team management.

You are known for your knowledge in M&E systems in emergency and development contexts. You are used to do training sessions of quality control and accountability approaches and you conduct internal knowledge building activities.

Your are able to be a strong leader, to work autonomously and with a team, be diplomatic, flexible and rigourous when needed.

You master Word, Outlook, Excel, ODK, SPSS, PSPP, QGIS (the GIS software will be a plus).

A technical knowledge/background in WASH, Nutrition, Health, FSL, and gender will be a plus.

Specific conditions / Salary

Contract:12 months fixed term contract under French legislation

Remuneration and benefits :

  • Monthly gross salary from 1805€ to 2305€ upon experience.
  • Per diem and living allowance: 515€ (cf eurocost) net, field paid.
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage:100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year
  • 20 RnR per year
  • 215 € at each RnR period (averagely every 12weeks)
  • Coverage of the transportation expenses to the RnR area of reference.

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).

Work context

The mission in Bangladesh has grown tremendsly over the past year hence adapting its systems to accommodate this growth and financial/program complexity. Currently we have a team of over 850 national staff, 1300 volunteers and 14 expatriates. The missions handles over 25 projects at the same time for a total enveloppe of 25 M Euro. As a foreward thinking mission, we have taken a lot of different initiatives and are open for innovation and creativity.
