Local Democracy and Governance Evaluation Specialist, Mid-term Performance Evaluation of the Strengthening Political Landscape (SPL) in Bangladesh Activity, USAID/Bangladesh

Project Objective

SI is implementing a one-year extension of the Democracy and Governance (DG) Monitoring and Evaluation Support Activity (MESA) to provide the USAID DG office with flexible, demand-driven, technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. The SPL Activity aims to:

  • Increase the skills and knowledge of political party activists and politically active citizens to be effective leaders and advocate for more inclusive policies and practices within their parties.
  • Increase skills of political party activists and politically active citizens to engage constructively in mitigating conflict.
  • Increase participation among political party activists and politically active citizens in local and national elections.

DG MESA is conducting a mid-term performance evaluation to assess the SPL’s technical and programmatic validity and effectiveness, and also assess SPL’s progress towards sustainability.

The primary audiences for this performance evaluation are USAID/Bangladesh and Democracy International. Secondary audiences will include US Embassy state department in Bangladesh, UKAid, political parties of Bangladesh, the USAID Asia Bureau and, other bi-lateral and multi-lateral donors working for democratic governance and other concern development partners.

Position Description

Two local Democracy and Governance Evaluation Specialists will work with the Team Leader and Evaluation Specialist to conduct this mid-term evaluation. The team will consist of four members, plus two interpreters and a logistician. The team will also be supported technically and logistically by Social Impact’s Dhaka-based office. The evaluation will last from January-March, with fieldwork taking place between approximately January 27-February 18. Fieldwork may include travel outside of Dhaka, and exact locations are not yet set. Full-time availability is expected during the fieldwork period. Approximately 25 days of LOE are available for this position.

The Democracy and Governance Specialists will be key members of the Evaluation Team. They will participate remotely in Team Planning Meetings prior to fieldwork to give input on the evaluation design, conduct desk review of SPL project materials, conduct and take notes of Key Informant Interviews and Focus Group Discussions during fieldwork, participate in data analysis, and contribute as requested to the draft evaluation report.

Responsibilities

  • Facilitate focus group discussions (FGD) and other data collection methods
  • Take and type up FGD and interview notes
  • Contribute to data analysis
  • Contribute to the draft evaluation report

Qualifications

  • Post-graduate level social science, law, economics, and/or political science preferred.
  • In-depth knowledge of issues relating to Bangladesh political development, political parties, and process of democratic participation and role of civil society in developing and/or transitional democracies is required.
  • Experience in conducting evaluations or assessments required.
  • Ability to conduct interviews and discussions in English required.
  • Strong writing skills and ability to contribute to an evaluation report in English required.
