Bangladesh: Child Protection in Emergencies- Technical Adviser

THE ROLE
The post holder is responsible for ensuring the technical quality of Save the Children’s (SC’s) Child Protection programme in Cox’s Bazar, which is currently implemented by 160 staff and 360 volunteers in 21 locations (host community, registered camps, makeshift settlements) across Ukhiya and Teknaf Upazilas in Cox’s Bazar, Bangladesh. The role requires expertise in CP and SGBV case management (including alternative care and FTR), structured psychosocial support, adolescent programming, and community-based approaches to child protection.

The overall aim of the Child Protection in Emergencies (CPiE) Technical Advisor role is to assess, design and guide staff to initiate interventions to address violations of children’s right to protection from abuse, exploitation, violence and neglect. The post holder will be expected to lead on child protection: assessments and analysis; programme design; developing tools and guidance; proposal development and reporting; capacity building; MEAL; and inter-agency coordination and representation. In addition, the post will support with child-focused advocacy, fundraising, recruitment of Child Protection staff, and other responsibilities as required.

QUALIFICATIONS

Essential
* Education to MSc/MA level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience (7-10 years).

Desirable
* Professional social work or psychological qualification desirable.
* Child Protection Alliance/CPAoR endorsed trainings desirable.
* Project and/or People management qualification desirable.

EXPERIENCE

Essential
* At least 5 years work experience directly implementing Child Protection in Emergencies programming in humanitarian contexts and fragile states.
* Education to MSc/MA level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience (7-10 years).
* Good knowledge of and proven ability to implement recognised international child protection standards and guidelines such as the Inter-Agency Guidelines on Child Protection and Case Management, UASC Field Handbook, SC Child Friendly Spaces Handbook, Inter-Agency Guidelines on MHPSS.
* Previous team and line management experience.
* Fluent written and spoken English, with demonstrable ability to draft clear, well-argued assessments, reports, and other documents
* Ability to work both in an Advisory and a hands-on implementation capacity.
* Proven ability to lead assessments, including IRNA, CPRA, gender analysis etc.
* Ability to analyse data and develop findings and recommendations, including identifying specific child protection risks and vulnerabilities to inform a holistic response for children and families.
* Extensive experience developing and conducting child protection in emergencies capacity building of staff, volunteers, and duty bearers.
* Experience of developing logframes, MEAL frameworks, and monitoring and evaluating child protection programmes in emergencies.
* Proven ability to mobilise resources and prepare successful funding proposals for donors such as ECHO, UNICEF, UNHCR, and SIDA.
* Ability to represent SC in external forums.
* Strong influencing skills and experience of child-focused advocacy.
* Experience of and commitment to working through systems of community participation and accountability
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin services for children and families.

Desirable:
* Previous experience working for Save the Children.
* Experience or knowledge of working and living in South East Asia.
* Previous first phase emergency response experience.
* Previous experience in refugee, displacement, and migration emergencies.

Contract Length: 1 year
