How can you make a difference?

The temporary position will support the Ministry of Health and Welfare in the design and implementation of the health management information system. The HMIS program in the MoHFW receives primary support from UNICEF for capacity building and innovations. It will enable UNICEF to deliver on critical results in health systems strengthening, data driven programming and continuum of care. It will enable the creation of the database for Agamir Sishu, whereby health serves as entry point. The incumbent will work under the guidance of the Chief of Health and under the direct supervision of the Health Specialist (Health Systems Strengthening (L4)). S/he will work in close collaboration with EPI specialist and MNCAH sub-unit and with the Nutrition section on NIS.

Summary of key functions/accountabilities:

  • Provide continuous support of existing system through system development of eHMIS initiatives like DHIS2, RMNCH Scorecard, eLMIS and technical support to MoH&FW and its entities;
  • Technical assistance to develop innovative software and applications on eHMIS, including e-tracker;
  • Capacity building for the staff members of MoH&FW (DGHS and DGFP) at all levels;
  • Assist in the delivery of results on eHMIS within the framework of Health System Strengthening (HSS).
  • 1. Provide continuous support of existing system through system development of eHMIS initiatives like DHIS2, RMNCH Scorecard, eLMIS and technical support to MoH&FW and its entities

  • Assist in maintenance and improvement of DGHS and DGFP’s real-time health information system and dashboards;
  • Provide assistance to publish monthly online health facility bulletin, health workforce biometric attendance system and public grievance system;
  • Technical assistance for trouble shooting of DHIS2 and other web–based systems on eHMIS and NIS;
  • Ensure rollout new modules, such as eLMIS and RMNCH scorecard at national level and priority districts;
  • Assist in using data visualization tools for better presentation of data and support for SDGs tracking for health and nutrition;
  • Technical assistance for tracking of Disbursement Linked Indicators (DLI) related to MNCH and Nutrition Sector.
  • 2. Technical assistance to develop innovative software and applications on eHMIS

  • Technical assistance for continuous configuration DHIS2 for designing of new data set, revising or upgrading existing data set, creating new indicators as required by different programs under DGHS and DGFP;
  • Support to develop a system for individual tracking for children for MNCH, full vaccination coverage and eLMIS by using DHIS2 android based module within the framework of equity and coverage;
  • Monitor risks and threats to eHMIS infrastructure. Take appropriate action and inform government counterpart in a timely manner.
  • Support opportunities to improve productively, efficiency, effectiveness and foster innovation;
  • 3. Provide support for capacity building on eHMIS and for the staff members of MoH&FW (DGHS and DGFP) at all levels;

  • Support the planning, implementation and monitoring of capacity building and knowledge management initiatives on eHMIS;
  • Ensures capacity building on new modules and innovations, e.g. e-tracker of MoHFW counterparts at appropriate levels.
  • Stay abreast of eHMIS trends, developments and best practices through professional development and share with appropriate stakeholders.
  • 4. Assist in the delivery of results on eHMIS within the framework of Health System Strengthening (HSS)

  • Spearhead approved innovation initiatives and work closely with programme staff to facilitate proper implementation of eHMIS;
  • Technical assistance for enhancement of Nutrition Information System (NIS) by linking with DHIS2;
  • Support technical and operational knowledge transfer to programme staff, implementing partners and beneficiaries on eHMIS;
  • Support counterparts and implementing partners to build capacity and nurture independence;

    Education:A University degree in computer science, software engineering, information technology management, public health or related social science field is required.

    Experience:

  • A minimum of one year of professional experience in information technology management, health information system in government health information system or other large public health organizations;
  • Knowledge and technical experience of DHIS2, Open MRS, iHRIS, MoTech etc;
  • Demonstrated experience of data analysis using Excel/Stata/SPSS, data validation
  • Strong skills to use data visualization tools such as tableu, click data and others
  • Extensive experience of working on mhealth/eHMIS initiative
  • Experience in a UN organization is an asset.
  • Technical Competencies: Certification and/or proven experience in software engineering and programming related to e-HMIS and eHealth.

    Language Requirements: Fluency in English is required. Knowledge of another official UN language is an asset.
