Bangladesh: National Consultant- Education for out of School Children; Only for Bangladeshi

Purpose of Activity/Assignment:

UNICEF Bangladesh has provided technical support to PEDP III to implement Second Chance Education for out of school children. As focal agency from the development partners, UNICEF’s support has created the pathways to start implementation of SCE with necessary strategy and guideline and engaging CSOs. UNICEF also conducted a study on review of models and modalities of SCE in Bangladesh that significantly contributed to design the out of school children sub-component of PEDP4. Furthermore, UNICEF has also played the lead technical role to design the out of school children interventions of PEDP4. As per approved PEDP4, 1 million out of school children will get SCE during the program period and BNFE is the lead implementing agency for this sub-component. UNICEF, as continuation of its previous role, will provide technical support to mainstream and institutionalize SCE within primary education system. BNFE, already initiated the kick off process of SCE and expecting technical support from UNICEF, as promised in the PEDP4, being one of the development partners. Followings are the areas and initiatives that UNICEF prioritized in consultation with BNFE to support. A long-term TA is necessary to provide continuous support to the relevant divisions of BNFE to achieve the result in these areas.

  • Revision of existing implementation strategy, guidelines and action plan for out of school children
  • Developing Survey mechanisms to identify out of school children as per their profile
  • Development of screening and enrollment strategy for out of school children with necessary tools and guidelines.
  • Strengthening or developing data management system for equity focus interventions of second chance education, its monitoring and progress tracking mechanism
  • Coordination, communication for development and documentation of the interventions of second chance education for out of school children.
  • Engaging different government stakeholders and relevant actors, UNICEF TA will provide technical support to BNFE in these areas to deliver specific milestones mentioned in the deliverable table.

    Deliverables/Outputs:

  • A brief inception report that will cover progress so far by BNFE, a detail activity plan with specific deliverables, work process and time bound action plan to accomplish the assignment within stipulated time frame. Inception report will be developed after discussion with the UNICEF and BNFE team capturing the expectation properly.
  • A report on review of existing implementation strategy, guidelines and action plan for out of school children and necessary recommendation/revision.
  • Review of document, previous practice/example of out of school children survey mechanism and outline of a survey strategy that will capture detail profile of children for equity focus intervention.
  • Develop/share/finalize the out of school children survey strategy engaging relevant stakeholders with necessary guidelines, tools and format for use.
  • Review of document, previous practice, example of out of school children’s assessment/screening and enrolment strategy as per their level/ability and develop a detail outline of the new strategy.
  • Develop/share/finalize the assessment/screening and enrolment strategy for out of school children engaging relevant stakeholders including guidelines, tools and format for use.

  • An advanced university degree (Master’s or higher) in Education, Socail Science or Development Studies.
  • A minimum of [10 years] of relevant professional experience in social development field, especially on Education program. Sound technical knowledge and experiences in non-formal/SCE and formal education program design, implementation and monitoring. At least 5 years proven work experience in technical support and implementation and monitoring of non-formal education/SCE program
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
