Background:
Bangladesh has a long history of natural disasters and remains vulnerable to disasters and the impacts of climate change. Bangladesh has frequently experienced disasters such as floods, cyclones, waterlogging and landslides. Children are amongst the most vulnerable during times of disasters and emergencies. During disasters such as cyclones or flooding, children face a heighted risk of dangers and injuries, displacement, family separation, psychosocial distress, disease and death. Regular support structures and daily routines important for children’s wellbeing and feeling of safety and control are majorly disrupted, and parents and caregivers can also experience psychosocial distress, leading to children facing heightened risks of violence and lack of care in their homes. As households attempt to recover from a disaster, negative coping strategies can be engaged such as child sexual exploitation and trafficking, child labor and child marriage. In addition, child protection systems are also often weakened, requiring support to provide case management services for children identified at risk. Children also face risks during urban emergencies such as road accidents, building collapse, fires, flooding and earthquakes, resulting also in dangers and injuries, displacement, family separation and death.
As part of UNICEF's Core Commitment for Children in Humanitarian Action, Information Management Consultant is expected to collect and analyze Information to the sub-national and national child protection and education clusters within the Humanitarian Cluster Approach. To fulfill this function, the Information Management Consultant is needed to analyze the overall meaningful data to clusters at the national level, particularly focusing on disaster preparedness and response.
Therefore, the assigned person will work closely with Child Protection National Cluster Coordinator and Education Cluster Coordinator of UNICEF.
Purpose of Activity/Assignment:
Fundamental to the job is the ability to collect accurate and meaningful data, and present information in a way that is easily understood by the cluster technical partners to influence decision making. There are a range of options for visualization including mapping, dashboards, tables, charts, and narratives. It is important that the Information Management Consultant can also discuss the information directly with the internal and external decision makers to interpret the findings.
For Child Protection and Education Clusters:
Data Collection, Compilation and Analysis
Support the development and regular revision of the CP and Education Clusters and Sub-Cluster Information Management tools related to the humanitarian responseLead CP/ Education Clusters and Sub-Cluster Information Management discussions including for data collection, quality assurance and clearance prior to dissemination at National and District levels.Work closely with the Sub-Clusters IMO and all the members on data from the field, such as 4Ws information, sector data collection, and any other data source, as relevant, to ensuring consistency in data collection across the clustersIdentify and respond to the National CP and Education Cluster participants’ needs for information.Ensure development and implementation of IM framework for CP and Education clusterMaintain and build on existing in-country IM approaches for collecting, analyzing and reporting cluster activities and resources, and identifying information gaps.Develop, maintain and strengthen regular reporting from CP and Education Cluster Partners (i.e. Cluster Updates, Sit Reps and Cluster Monitoring Tools)Support the estimation of spatial and temporal gaps, overlaps and coverage of CP and Education cluster partner activities and projects.Develop and maintain information products highlighting the needs, response and remaining gaps in the CP and Education clusterMaintain and strengthen regular information sharing with CP and Education cluster partnersMaintain strong inter-sector relationships for information-sharing and coordination with other clustersUse GIS or online mapping platforms as available and desired for map production and geographic data managementManage flows of information and dissemination in an appropriate way, including website management.Support the education and CP part of the joint needs assessment triggered by HCTTTo provide IM leadership in assessments and monitoring, including joint assessments and capacity building.Lead on the preparation of SitRep inputs.Contribute to the core cluster functionsAdopt and promote the use of global standards for information management for inter-operability.Specifically for Education Cluster (on top of the priorities outlined above):
Use existing EMIS tools and/or GIS or online mapping platforms as available and desired for map production and geographic data management.Manage an inventory (i.e. Dropbox) of relevant documents on the education cluster issues including teaching and learning materials on EiE and DRR in Education.Maintain education cluster web-site.Adapt school infrastructure damage/loss assessment tool to transfer it to the phone-based application and support Directorate of Primary Education in linking with existing E-primary database.Support piloting of the school infrastructure damage/loss assessment tool and make necessary changes to the programme before integration into the e-primary database.Education/Knowledge/Expertise/Skills required:
University degree, in a subject area relevant to information managementA minimum of 1 to 2 years of relevant experience in information management.The incumbent needs to demonstrate:
Strong understanding of logical framework approach and diverse types of indicators (baseline and output especially), basic understanding of the project cycle management (especially monitoring and evaluation steps)Good understanding of humanitarian approach, humanitarian reform, transformative agenda and roles of each humanitarian actor (Government, UNOCHA, Clusters, organizations)Basic understanding of child protection in emergencies to be able to engage with cluster participants; understand their cluster-specific information management needs and respond to those needs in a timely mannerProactively establish and maintain working relations, and share ideas through information management networks and promote synergies with other clustersDiplomatic skills and able to establish excellent working relations with partners to collect information.
