Purpose:
The purpose of the assignment is to develop and implement training Initiative for Young people in order to enhance their skills on conflict resolution, communication, critical and creative thinking, and negotiation in host community and camps.
1. Background
Cox’s Bazar District is currently hosting over 900,000 Rohingya refugees[1], including over 730,000 who arrived since August 2017. Over half (55 per cent) of the refugee population is estimated to be under the age of 18 while 31 per cent of refugee households are identified as extremely vulnerable, including child-headed households. Other estimates suggest that up to 20 per cent of the refugee population are youth between the ages of 15 to 24.
In addition to the refugee influx, the Cox’s Bazar District is one of the most disadvantaged districts in Bangladesh. The arrival of the refugees has worsened these indicators and further strained basic services and infrastructure for the host population. The mid-term review of the 2018 Joint Response Plan signalled a potential deterioration of relations between host and Rohingya communities[2] which is evident in the negative sentiments which emerged from host community survey conducted by Ground Truth Solution. The survey found that while 61 per cent of Rohingya think there is harmony between the two communities, only 30 per cent of the host community agrees. In Focus Group discussions (FGD) with adolescents’ boys and girls facilitated by UNICEF 2018 in Jadimora camp, over 90 per cent of participating host community adolescents blamed the Rohingya for a wide set of challenges and social problems, including drug use amongst young people.
Many studies, including the Survey conducted by Ground Truth Solution recommended joint programming as a way of bringing the two communities together to address critical tensions. Joint programming could help bring both communities together in a positive and collaborative way. The two communities have a shared religious identity; religious groups and leaders should continue to encourage and support positive relations and, where possible, bring both communities together.
There are 123,353 Rohingya aged 12 to 17 years which makes up 14 per cent of the refugee population. Their role in fostering peaceful co-existence will be critical. The 2019 Joint Response Plan (JRP) includes a focus on engaging communities, especially adolescents, as partners and cocreators in assessments, analysis, programme design and monitoring of services. Involving them therefore in activities that promote peaceful co-existence between the two communities should also be considered critical.
To ensure that adolescents and youth play a positive role in the peaceful co-existence between communities, it is critical to enhance their conflict resolution, communication, critical and creative thinking, and negotiation skills.
2. Objectives, Purpose and Expected Results
The objective of the assignment is to develop a develop a training package for adolescents and youth to enhance their conflict resolution, communication, critical and creative thinking, and negotiation and Peace Building skills.
The training package should benefit from wide consultations with relevant stakeholder including adolescents and youth; community and religious leaders; and members of Community-Based Child Protection Committees, in both the host community and amongst the Rohingya refugees.
3. Description of Assignment
Since the influx of Rohingya refugees into Bangladesh began in August 2017, UNICEF has worked to meet the urgent humanitarian needs of both the Rohingya and affected local population. Adolescents (15-18 years) and youth (19-24 years) have been a major gap in this response though over 60,000 adolescents (10 – 18 years) have been reached Life Skills based Education (LSBE). The participation of adolescents, particularly boys, aged 15 – 18 years in community activities, including those that promote peaceful co-existence, has been minimal.
This assignment is therefore intended to enhance the conflict resolution, communication, critical and creative thinking, and negotiation skills of young people. It will target 20,500 Rohingya and host community adolescents and youth over the coming 18 months. This will require consultations with adolescents and youth, parents, local leaders, and community members, including from different community structures. These consultations should feed into the design of an appropriate training package which considers different method of delivery for this target population.
UNICEF is therefore seeking a Consultant who will support a peace building initiative, including developing a peacebuilding training package that meets the special needs of adolescents and youth, both females and males. The consultant will perform the following task

The consultant is expected to arrange her/his own travel and be responsible for ticketing, visa and accommodation. Travel costs (fixed and non-negotiable) for above mission travels to Cox’s Bazar, Bangladesh shall be included in financial proposal of applicants.
A local consultant will be recruited to support the work of the selected international candidate. UNICEF will hire the local consultant; however, the selected international candidate will be required to support the hiring of local consultant by participating in the selection process.
