Purpose of Activity/Assignment:
The Government of Bangladesh has strengthened the national legislation and policy frameworks for children through the Child Policy of 2011 and the Children Act of 2013. The country is also a signatory to the UN Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and the Convention on the Rights of the Child (CRC). All these efforts will be directed towards the realization of the survival, development, protection and participation rights of adolescents with equity in Bangladesh. The overall goal of the UNICEF Bangladesh new country program is to support the efforts of Bangladesh to advance in the universal realization of the rights of children, particularly the most disadvantaged and excluded.
Generation Unlimited (Gen-U)- a new and dynamic model for adolescents: Gen-U is a new and dynamic model for adolescences that aims to place young people at the forefront of change and ensure that every young person is in education, learning, training or employment by 2030. Gen-U urges to bring together the private sector, governments, international and local organizations and young people to identify and scale up the best solutions for three major challenges: i. access to secondary age education; ii. acquisition of employability skills and iii. empowerment, especially of girls.
Currently there are 36 million adolescents in Bangladesh, 23% of total population. Adolescent boys and girls continue to face multiple deprivations and challenges such as: children, adolescents, youths and their communities living in poverty and areas that are hard to reach or vulnerable to climate change and disaster, those living in urban slums, living with disabilities or infected with, affected by or at risk of HIV/ AIDS and those from ethnic and religious minorities. Teenage pregnancies, micronutrient deficiencies, risky sexual behaviour, sexually transmitted infections and HIV/AIDS, injuries, tobacco, alcohol or drugs, exposure to mental trauma continue to be concerns in adolescents.
Considering these challenges faced by the adolescents, UNICEF child protection section has launched an Adolescent-focused project entitled, “Accelerating Protection of Children” (APC) for the period of July 2017-June 2021 with Ministry of Women and Children Affairs (MoWCA). Through the APC project we expect to reach more than 800,000 adolescents and youths (approx. 70% girls) through 7,500 adolescent clubs all over the country by 2021.
Rationale: UNICEF Child Protection and Education Sections jointly would like to hire and national consultant to bring in the perspectives of the Gen-U and establish a mechanism for transitioning potential adolescents and youths from all divisions under APC project into different livelihood training and services.
The national consultant is expected to accomplish the outcomes through the following tasks:
Develop a coordination, monitoring and tracking mechanism to track adolescents and youths placed in different skill training/job placement options linking with existing platform and network.

C) Information/ data collection from adolescents and youths in urban and rural set-up:
D) Establish a mechanism and prepare an action plan with quality assurance for placing potential adolescent girls and boys into appropriate livelihood skills training/options through relevant agencies
i. Develop a gender responsive action plan through national consultations with APC Project by engaging potential adolescents and youths and relevant ministries which has occupational skills and TVET training opportunities.
ii. Organize divisional level Adolescent / Youth Job Fairs with special focus on adolescents and youths of APC project and other adolescents and youths who are engaged with UNICEF supported programmes.
iii. Transitioning approx. 10,000 potential adolescents and youths from all divisions under APC project into different appropriate livelihood training and services through the GOB and NGO partners.

E) Develop monitoring tools & instruments and establish a reporting mechanism jointly with MoWCA
i. Develop a coordinated monitoring and tracking mechanism jointly with APC project and key ministries and NGO partners to track adolescents and youths placed in different skill training/job placement options linking with existing platform and network.
ii. Continuous follow-up and liaison with APC project, MoE and UNICEF Child Protection and Education Section as appropriate.
