ROLE PURPOSE:
The incumbent will lead and manage the emergency response Supply Chain functions and responsibilities and will provide direct and technical line management support to Supply Chain staff and teams both at Cox’s Bazar and field levels. Under guidance and supervision of DTL – Ops, the Job-holder will support the members of the Leadership Team (LT) on the best use of Save the Children’s resources mainly by (a) ensuring “value for money”, (b) adapting best practices within the sector, and (c) upgrading the capacity of staff within the department. The role will include all Supply Chain support to large and/or complex programmes, with a broad spread of programmes, staffing, thematic interventions, and complexity. As such, the role may include remote management, management of multiple field bases or direct line management of large projects or functions.
KEY AREAS OF ACCOUNTABILITY:
* Management of all emergency supply chain functions; develop/implement the program logistics policies and procedures for the management of the supply chain, including logistics, procurement, transport and distribution, warehousing and stock management in accordance with Total Inventory Management (TIM), and for the management of vehicle fleets, and assets
* Ensure that Save the Children minimum standards of Supply Chain procedures and country policies are implemented and adhered to throughout the programme including donor regulations. Briefing and supporting relevant staff as required
* Manage and support Supply Chain staff including ensuring appropriate team structures, clear division of responsibilities, clear objectives, and management of performance
* Ensure that the supply chain is appropriate, cost effective, ensure Value for Money (VfM), based on budget, local & International markets, infrastructure, nature of the Save the Children programmes, with the need for timely delivery
* Provide advice and support to senior management on Supply Chain issues, and collaborate with staff on budgets & proposal development, technical aspects of the programme, and implementation mechanisms as required
* Provide training, capacity building and mentoring on Supply Chain as required across the programme and operations including supporting capacity of partner organisations
* Collaborate and represent the organisation with external agencies including INGO, UN and partner organisations
* Coordinate regularly and effectively with Program Sectors and various departments to support development of Annual Procurement Plan and follow-up on updating process
* Where appropriate, be responsible for developing and implementing Emergency Preparedness Planning (EPP) across the Supply Chain aspects of the operation, including Disaster Risk Reduction (DRR)
* Management of all Gift in Kind (GiK) in coordination with Award Management & Programme Sectors
