Context:
Under the overall supervision the Deputy Chief of Mission, and direct supervision of the Protection Coordinator of IOM Cox’s Bazar, the successful candidate will be responsible for managing and overseeing the work of the Protection field teams in Ukhiya and Teknaf, including strengthening and developing ongoing activities, and expanding the existing programme of work.
Core Functions / Responsibilities:
Manage the progress of protection field programming in Ukhia and Teknaf, including staff supervision, coordination between thematical areas of child protection, Gender-Based Violence (GBV), activity implementation, emergency preparedness and disaster response, project development and reporting, and donor liaison to name a few key areas.
Serve as the Protection Officer for IOM’s camps through consistent field presence, by leading and monitoring operationally and technically the protection field teams, work in community-based protection, protection monitoring and protection mainstreaming in addition to supporting their reporting functions.
Facilitate communication between the Protection Field Specialists, field assistants, and the Protection Coordinator to ensure that critical information is directed accordingly, and to improve strategy, address operational problems by offering alternatives, and ensure relevant and effective implementation of the Protection programme.
Guide the Protection Field Specialists as they lead the protection field teams by, for example, organizing and assisting the teams in achieving their tasks; representing IOM Protection at camp-level meetings and events; collaborating with IOM staff, The United Nations High Commissioner for Refugees (UNHCR), Non-Governmental Organisations (NGOs), government officials, and other external partners on protection matters, and promoting and applying global protection and IOM standards and procedures.
Collaborate with IOM sectors, including Site Management, Health, Water, Sanitation and Hygiene (WASH), Shelter/NFI units, on joint programming and coordinated activities in and outside of camp settings, particularly to mitigate protection risks and threats, and support disaster preparedness and response.
Strengthen the monitoring and evaluation system to ensure effective implementation of Protection activities in the camps and accountability to affected populations, and linking existing complaint feedback mechansisms.
Build capacities or enhance existing ones among colleagues on both IOM protection commitments as well as international protection standards and tools (IOM’s Principles for Humanitarian Action, IASC Protection Policy, Sphere Standards, Child Protection Minimum Standards, International Committee of the Red Cross (ICRC) Professional Protection Standards, GBV Standard Operating Procedures; IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit etc.)
Contribute to mainstreaming protection across all IOM sectors in line with IOM internal guidance on the issue. Such support may include working with the Protection Mainstreaming focal point to evaluate progress and conduct training.
Support the Mission’s Protection from Sexual Exploitation and Abuse (PSEA) efforts by guiding PSEA champions, and ensuring IOM’s PSEA obligations are satisfied, and the SEA cases are reported according to procedures.
Undertake frequent duty travel to very challenging areas.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience working in humanitarian responses or in Protection for displaced persons, including refugees;
• Significant experience in coordinating large field teams in challenging operational environments, and collaborating with UNHCR, other UN agencies, INGOs, NGOs, and government authorities;
• Familiarity with minimum standards for GBV and Child Protection in humanitarian settings, or counter-trafficking in crises, are advantageous;
• Knowledge of the Bangladesh and the region is an advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
