Context:

Under the overall supervision the Deputy Chief of Mission, and direct supervision of the Field Protection Coordinator of IOM Cox’s Bazar, Bangladesh, the successful candidate will be responsible for supervising and monitoring the work of the Protection field teams in Ukhiya and Teknaf, including contributing to developing ongoing activities and expanding the existing programme of work.

Core Functions / Responsibilities:

  1. Supervise the daily activities of the protection field teams in the camps by, for example, organizing and assisting the teams in achieving their tasks; representing IOM Protection at camp-level meetings and events; collaborating with relevant IOM staff, United Nations High Commissioner for Refugees (UNHCR), Non-Governmental Organisations (NGOs), government counterparts, and other external partners on protection matters, and applying global protection and IOM standards and procedures.

  2. Provide technical guidance to Protection staff in the camps, specifically for community outreach and case-management activities and when required, coordinate response to individual cases of concern and refer or provide treatment as appropriate (e.g. screening, interview, counselling, referral or assistance, depending on programme capacities).

  3. Assist with collaboration with IOM sectors, including Site Management, Health, Water, Sanitation and Hygiene (WASH), Shelter/NFI units, on joint programming and coordinated activities in and outside of camp settings, particularly to mitigate protection risks and threats, and support disaster preparedness and response.

  4. Provide technical inputs for the development of the monitoring and evaluation system to facilitate effective implementation of Protection activities in the camps and accountability to affected populations.

  5. Participate in specific capacity building initiatives for staff regarding IOM protection commitments as well as international protection standards and tools (IOM’s Principles for Humanitarian Action, IASC Protection Policy, Sphere Standards, Child Protection Minimum Standards, ICRC Professional Protection Standards, GBV Standard Operating Procedures; IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit etc.)

  6. Facilitate the mainstreaming of protection across all IOM sectors in line with IOM internal guidance on the issue. Such support may include working with the Protection Mainstreaming focal point to evaluate progress and conduct training.

  7. Participate in the Mission’s Protection from Sexual Exploitation and Abuse (PSEA) efforts by providing information to PSEA champions and reinforce reporting procedures among staff.

  8. Undertake frequent duty travel to very challenging areas.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience working in humanitarian responses or in Protection for displaced persons, including refugees;

• Significant experience in coordinating large field teams in challenging operational environments, and collaborating with UNHCR, other UN agencies, INGOs, NGOs, and government authorities;

• Familiarity with minimum standards for GBV and Child Protection in humanitarian settings, or counter-trafficking in crises, are advantageous;

• Knowledge of the Bangladesh and the region is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
