To achieve outcomes of Oxfam in Bangladesh’s strategic goal in relation to Climate Justice and Natural Resources Rights which aims that women and men including youth impacted by climate change have power and leadership to assert their right and access to natural resources and have capacities and platforms for strategic climate actions to reduce impact of climate risks on their lives. Through ensuring quality programming, resource mobilization, innovation, thought leadership and operating at scale, the Team is working in partnership with diverse organizations from civil society, government, private sector and academia to achieve community empowerment and ability to manage the common pool resources through participatory management and monitoring as authorized by the duty bearers. The Team is also working to ensure that replicable models of climate and environmental actions are implemented through community and local leadership and with support and investments from the duty bearers while multi-stakeholder forums are established at national and local level with government, civil society organizations and resource dependent communities. decisions.
The Role:
To provide operational and strategic leadership to the Oxfam in Bangladesh’s Climate Justice and Natural Resources Rights Portfolio by ensuring all field based interventions specially the Water Governance Program, Climate Risk Financing Program, Urban Climate Resilience Program as well as Climate Justice and Natural Resources Rights component of Rural Resilience Program, Urban Resilience Program and Youth Empowerment Program are being managed with high quality, effective and efficient delivery. The position will be the focal person of Climate Justice Theme of Oxfam in Bangladesh through acting as Bangladesh focal person of Oxfam’s global campaign ‘GROW’.

The Head of Climate Justice & Natural Resources Rights portfolio is a newly-created position at Oxfam in Bangladesh (OiBD) and comes at an exciting time of growth as it implements its new Country Strategy and Operating Model. It’s an exciting opportunity to join the leadership team at OiBD to shape the organization’s program quality, portfolio and market presence, working in collaboration with others across the confederation.
Essential
The main Competencies for the Head of Climate Justice & Natural Resources Rights
are as follows:
- A Master’s degree in environmental sciences, environmental management, environmental economics, environmental engineering, geography and environment, climate change and development, development studies or a closely related field, preferably in water resources engineering, economics, political science.
- Experience of implementing Climate Justice and Natural Resources Rights programmes, initiatives and campaigns.
- Strong programme management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.
- Strong experience in popular mobilisation, research, policy advocacy and campaigning skills and experience.
- Strong experience of resource mobilization for Climate Justice and Natural Resources Rights projects.
- Commitment to and good knowledge of working with a partnership approach including innovative approaches to capacity strengthening.
- Good knowledge of and experience with managing donor funded projects with strong financial management skills and experience of project budgeting and budget monitoring.
- Proven analytical and conceptual thinking, project management knowledge and skills and experience in using participatory tools and methodologies for assessment, implementation, monitoring and evaluation.
- Strong organisational and personal management skills with the ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
- Excellent personal communication skills, in written and verbal English and Bangla.
- A high level of self-awareness, initiative, sound judgement, personal energy and flexibility.
- Experience in capacity assessment, baseline, market assessment, project planning, review and capacity building process.
- Demonstrable understanding of 360-degree accountability.
- Ability and willingness to travel and to work extra hours as necessary.
- Experience and interest to scale up the use of digital media for campaigning.
- Demonstrated commitment to mainstreaming gender and diversity issues as well as a commitment to neutrality & impartiality.
- Ability to travel a minimum of 12 weeks per annum.
- Willingness to work flexibly and to travel in difficult geographical locations at in country and abroad.
- Proven experience of using basic MS Office application (Word, Excel, Access and PowerPoint).
- Desirable
- Gender knowledge and cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam.
- In-depth understanding of gender, safeguarding, child protection, disability, human rights, VAWG and HIV/AIDs issues and experience in integrating these into programme practice.
- Experience in community-based projects will be an advantage.
- Creativity – thinking of new ways to ensure influence of key inequality issues
- Commitment to the aims and objectives of Oxfam
- International experience will be an additional asset specially working in humanitarian situation.
