To increase Oxfam in Bangladesh's programme impact in the country by working closely with programme teams to improve programme quality, partnerships and knowledge management - partnership monitoring, evaluation, learning and partnership. This role works across the spectrum of long-term development, humanitarian and influencing interventions. The role of the Programme Quality Manager is firmly founded in Oxfam in Bangladesh's country strategy, in which Oxfam becomes a knowledge-driven organiaation. The Role:

The Program Quality Manager (PQ Manager) will manage the delivery of programme quality, partnerships and MEAL outputs for OiBD’s programs through providing expert technical support and tools to programme staff, ensuring strong, effective, coordinated Monitoring Evaluation Accountability & Learning (MEAL) systems to drive for quality programme designing, effective programme implementation and achievement of programme results. The PQ Manager will lead the development and implementation of a systematic approach to programme quality, partnership management and MEAL, ensuring that Oxfam and partner teams are able to effectively track periodic progress on the programme outputs and outcomes monitoring and manage data effectively for reporting and enhanced learning purposes. In addition, the PQ Manager will build the capacity of Oxfam and partners teams and providing specialist advice on partnership and MEAL so that country teams and partners are able to develop, deliver and continually improve high quality programs.

What we are looking for:

The Programme Quality Coordinator position is at Oxfam in Bangladesh (OiBD) and comes at an exciting time of growth as it implements its new Country Strategy and Operating Model. It’s an exciting opportunity to join the leadership team at OiBD to shape the organization’s program quality practice, portfolio and market presence, working in collaboration with others across the confederation.

Essential

Tertiary qualifications in a relevant field and minimum of 10 years of experience and skills in the management of people and development programming in international development organizations. In addition, the following qualities are essential:

Leadership and Management:

  • Passion for improving effectiveness of development programs and demonstrating tangible outcomes for poor and vulnerable women and men

  • Experienced in leading on / developing strategic thinking on quality

  • Senior level program advisory or management experience and understanding of program realities at country, regional, (global desirable) levels.

  • Experienced in managing, advising, training and coaching others on program quality issues

  • Effective negotiation abilities and informal leadership skills in a multi-stakeholder, network environment

  • Demonstrable organizational and project management skills (including budget management) and ability to manage multiple projects to deadlines

  • Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision

  • Good organizational skills including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure

Technical skills

  • Experience of improving effectiveness of development programs and demonstrating tangible outcomes for poor and vulnerable women and men

  • Strong understanding of all aspects of program quality, including the practical issues faced by managers.

  • Demonstrable understanding of effective program cycle management in rights-based long-term development, influencing and humanitarian work, with relevant direct field program experience

  • Proven ability to lead and facilitate country Strategy and program development including Theory of Change

  • Proven experience in supporting strategic thinking and quality improvement on partnership

  • Proven experience in building and sustaining an effective knowledge system

  • Practical experience of mainstreaming gender in one of development, influencing or humanitarian work

  • Demonstrable ability to think creatively and practically to improve program quality

  • Strong analytical skills

  • Fluent in English

Desirable

  • Ability to liaise with a wide range of people, both internally and externally and at many levels

  • Excellent interpersonal and negotiation skills with demonstrable ability to lead, influence and motivate others in a diversity of contexts and functions

  • Strong self-awareness, as well as strong analytical and critical thinking skills.

  • Excellent communications, facilitation and team building skills

  • Strong influencing skills, demonstrable ability to contribute to teams and to work with and influence people from diverse backgrounds.

  • Effective negotiation abilities and informal leadership skills in a multi-stakeholder, network environment

Key Attributes

· Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities

· Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work

· Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible

Location: Dhaka, Bangladesh, Job Type: Fixed Term (03 year)

Salary : BDT.2,171,400 gross per annum (13 months) with other benefits e.g. medical for spouse and children, contributory Provident fund, gratuity, leave & Insurance etc.
