Eligibility criteria
Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task
Within the delegated authority and under the supervision of the Chief of Section SPME or his/her designated mandated representative(s), the UN Volunteer M&E Specialist – Data Analysis will:
Monitoring and Evaluation
- Support programme strategic planning including development of monitoring and evaluation plans;
- Develop and make use of monitoring and evaluation tools for results-based management, including theories of change, performance frameworks, risk management strategies, management information systems and M&E manuals and guidance;
- Design the methodology and manage baseline and end-line studies;
- Design and utilize data collection tools including surveys;
- Conduct analysis and assessments of monitoring and other information collected to measure performance and results;
- Analyze data for measurement of key performance indicators;
- Prepare inputs for reports and communications;
- Liaise with technical staff to make evidence-based adjustments to strategy;
- Liaise with country offices and contribute to the support provided by the regional office to them;
- Contribute to the management of country or regional programme evaluations for all phases of the exercise;
- Contribute to the management of project evaluations, thematic evaluations and evaluability assessments to support accountability and learning, including identifying and documenting good practices and lessons learned for sharing in publications, social media and at regional and global forums;
- Support the development of monitoring and evaluation framework for UNICEF Lao office;
- Contribute to communication/dialogue/sharing of information with other country offices as well as with the regional office.
Capacity building
- Provide technical support to national implementing partners, stakeholders to take ownership of programme outcomes through participation in analysis and produce conclusions, recommendations, lessons and good practices on a regular basis;
- Provide relevant training to team, national implementing partners and stakeholders in monitoring and evaluation;
- Coordinate the organization of meetings, workshops, seminars and training events on M&E matters.
Research
- Formulate and implement a research strategy, including identification of knowledge gaps, developing research methodologies, designing data collection tools, participating in field research missions and desk reviews and analyzing research results;
- Ensure that research deliverables are methodologically sound, meet UN publication standards and are disseminated and applied strategically.
Qualifications/Requirements
Required degree level: Master degree or equivalent
Education - Additional Comments:
University degree, preferably a master’s degree in social sciences, development planning, evaluation, statistics, demography/population studies, data analysis, or other relevant disciplines.
Required experience: 60 Months
Language skills:
- English(Mandatory), Level - Fluent
- Laotian(Optional), Level - Working Knowledge
Area of expertise: Monitoring and evaluation, Development programme/project administration, Education policy and planning, curriculum development and teacher training
Area of expertise details:
- Three years demonstrated experience in programme planning, designing, monitoring and evaluation;
- Demonstrated experience at the national or international level in project cycle management including project design, monitoring and evaluation of development projects required;
- Experience in research and policy-level analysis required;
- Strong skills in the usage of computers, statistical software (STATA, SPSS etc.) and office software packages, experience in handling of web-based management systems required;
- Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
- Excellent writing and communications skills;
- Fluency in spoken and written English is required;
- Mandatory: Monitoring and evaluation;
- Mandatory: Development programme management /project administration.
