UN Volunteer — ICT in Education Officer with UNICEF in Lao PDR

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of UNICEF or his/her designated mandated representative(s), the UN Volunteer ICT in Education Officer will:

  • Review existing online platforms and support the use of online platforms (e.g. the learning passport[1]) to facilitate learning and sharing of resources for both students and teachers for use during and post the COVID-19 pandemic;
  • Curate available online learning materials for adaptation to the Lao context, and support the digitalization of available materials;
  • Review and provide technical advice on IT-related materials and equipment that are needed to facilitate ICT-related interventions;
  • Support the development of online learning resources for students, teachers and pedagogical advisers;
  • Support the implementation of training sessions and development of training package for MoES staff, teachers and others concerned on the use of online resources, as needed;
  • Facilitate coordination internally in UNICEF (including with Communications Section, IT, etc.) and externally with MoES and Development Partners;
  • Support donor reporting;
  • Support the development of monitoring tools to monitor the uptake of interventions;
  • Share relevant research and up-to-date information on the use of technology in education;
  • Any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements

Required degree level: Master degree or equivalent

Required experience: 36 Months

Experience remark:

  • At least two years of general experience in the education sector, including in the area of ICTs in education;
  • Three to four years of experience in one or more of the following:
    a) Developing learning materials for students and teachers/adults;
    b) Use of ICTs for learning;
    c) Project coordination and project monitoring;
    d) Supporting design, implementation of projects with ICT components;
    e) Skills in web development, including backend programming and knowledge of server-side programming languages and DBSM technology an advantage;

  • Working experience in Lao PDR in emergency and relevant fields is highly desirable;

  • Work experience in a multi-cultural environment, such as the UN system and supporting governments is highly valued;

  • Ability to conceptualize, innovative, plan and execute ideas as well as transfer knowledge and skills;

  • Ability to work and adapt professionally and effectively in a challenging environment;

  • Solid overall computer literacy, including proficiency in various MS Office applications and email/internet; familiarity with database management; and online meeting and training platforms.

Language skills:

  • English(Mandatory), Level - Fluent
  • Laotian(Optional), Level - Working Knowledge

Area of expertise: Vocational education and training, and management training, IT architecture and IT project management, Other development programme/project experience

Driving license: No
