PROJECT SUMMARY:

Winrock International is seeking applicants for the Service Provide Assessment Consultancy for the USAID Laos Counter Trafficking-in-Persons (CTIP) project. The USAID Laos CTIP project is a five-year (September 25, 2017-September 24, 2022), USAID-funded project which aims to reduce the vulnerability to human trafficking among vulnerable populations by supporting vocational training and employment opportunities, particularly survivors at-risk of being re-trafficked. These efforts will in turn showcase a “model of prevention and protection” for the Government of Lao PDR to learn from, support, and sustain as it builds its response to counter-human trafficking through the implementation of related national laws, policies and programs, as well as providing high quality support services to trafficked persons.

POSITION SUMMARY:

The USAID Laos CTIP project, which started in 2017 and signed its MOU with the government of Lao PDR in 2020, conducted a work planning workshop in collaboration with the Ministry of Labour and Social Welfare, members of the National Secretarial, Project Member Committees from target provinces, and development partners suggested and agreed that there is a need to assess the service providers who assist victims of trafficking and vulnerable populations. The assessment will assist the GOL to review the existing service providers and improve their referral mechanism for TIP victims and vulnerable populations.

Winrock is seeking a consultant to conduct an assessment of services providers to inform the improvement of shelter and post shelter services.

The assessment report should identify existing shelter and post-shelter service providers, key gaps, and recommendations to improve referral, coordination. Findings will be shared with GOL policy makers to ensure availability of services for victims of trafficking and vulnerable populations.

The Service Provider Assessment Consultant recommendations should describe how service provider should improve their services, strengthen the referral system between government and development partner shelters, what skills need to be improved of service providers, where training to meet skill gaps can be attained, and other recommendations on how to fulfil the identified gaps. The recommendation should be practical and appropriate for the Lao context.

Detailed duties for this position are described below. The expected duration for this assignment is three months, including report writing in both Lao and English.

Objective of the assignment:

  1. To assess service providers who provide services to victims of trafficking and vulnerable populations inside and outside the shelter, including legal support, inclusive education, vocational training centers, skill development, legal support, and other services. The assessment will also assess capacity of service provider
  2. To develop a mapping of service providers by province, service type, and number of clients they have capacity for;
  3. To identify training gaps/need, challenges of service providers and identify resources, where possible and appropriate, in order to improve their services in the future.

Essential Responsibilities:

  • Review existing service providers in target provinces of USAID Laos CTIP, namely Vientiane Capital, Savannakhet, Champasack and Salavan, that may be included LWU’s temporary shelter in Laungnamtha (along with other relevant project documents available)
    • Conduct desk review on service providers for TIP victim and vulnerable populations
    • Preliminary mapping of service providers
  • Develop assessment methodology and information collection tools, including questionnaires;
  • Conduct a needs assessment for service providers within and post shelter base on the interview with informants;
  • Analyze the information collected;
  • Prepare a report in English on the findings of the assessment and recommendation;
  • Present the finding and recommendations to Winrock
  • Revised and edit the final report as advised by Winrock

Tasks to be performed under this assessment:

  • Meeting with GOL, development partners, particularly LWU, VFI, Sengsavang, WV, Hope Center, and others (to be determined) who provide services to TIP and vulnerable populations;
  • Travel with or without Winrock team to collect field data, visit shelters in target provinces of USAID Laos CTIP project, and maybe to Laungnamthan where GOL has set up temporary shelter.
  • Develop the comprehensive, satisfactory professional report and practical, appropriate recommendations;

Data collection:

  • Interviews with GOL key informants include:
    • LWU shelter staff at the central and provincial levels, social workers, MLSW, Anti-Trafficking Department, immigration official?, head of the NS, prosecutors, justices, inclusive education, government vocational training, skill training, hospital (heath official and health care provider), member of CPN, member of community, heads of village
    • At LWU shelter, interview victims of trafficking and vulnerable populations;
  • Interviews with development partner key informants include:
    • VFI and Sengsavang shelters staff, World Vision, Hope Center and others who provide services to TIP victims and vulnerable populations, interview victims of trafficking and vulnerable populations in the shelters;
    • UN agencies, NGOs and CSOs who work in TIP and support vulnerable populations.
  • The target provinces of USAID Laos CTIP are Vientiane Capital, Savannakhet, Champasack and Salavan, and maybe Laungnamtha for temporary shelter of LWU.
  • The total key informants will be approximately 50 interviews.

Final draft submission: August 2020

Qualifications and Background:

  • Master’s Degree and a minimum of 3-5 years of experience in development, migration, counter-trafficking, international development, or a related field.
  • Demonstrated technical expertise in research, and response in USAID programs
  • Exceptional writing skills required
  • At least five years’ experience in data collection and analysis, including assessments, and implementation research.
