PROGRAM SUMMARY:
Winrock International is seeking experienced Chief of Party candidates for an anticipated $16 million USDA-funded Food for Progress project Bangladesh. The goal of the project is to simplify, modernize, and harmonize processes for the export, import, and transit of agricultural goods through support to Bangladesh to implement the World Trade Organization Trade Facilitation Agreement. The project will coordinate across the government of Bangladesh and private sector to support policies and investments leading to increased trade in agricultural commodities. The desired applicant will be looking for the opportunity to lead a local team in increasing agricultural trade through more effective policy and efficient processes.
For over 30 years, Winrock has implemented programming in Bangladesh to increase food security, diversify rural livelihoods, protect and support vulnerable communities, and sustain natural resources. The ideal applicants will leverage these resources to develop market-based solutions for increasing agricultural trade to sustain investments.**The position is contingent upon receipt of donor funding.**
RESPONSIBILITIES:
- Represent Winrock and the project in technical discussions on trade policy with USDA, the Government of Bangladesh, private sector, other USG and donor projects, and other stakeholders.
- Lead assessment of capacity gaps in Bangladesh’s adoption of TFA priorities, leading to designing the program’s technical approach and implementation.
- Provide oversight for project administrative functions including financial management, human resources and procurement while ensuring compliance with Winrock policies and principles and USDA regulations.
- Design and lead interventions that build the capacity of staff and key stakeholders in government, private sector, and other sectors. Serve as a technical resource for government agencies needing support on TFA adoption.
- Monitor program performance through indicators and evaluate program effectiveness and results. Apply adaptive management and learning approach to iteratively evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results.
- Prepare annual work plans and progress reports and monitor the implementation of these plans. Prepare and submit quarterly reports on the progress of activities and achievement of program results to USDA.
QUALIFICATIONS AND BACKGROUND:
- Education: Advanced degree required in Agricultural Economics, Business, Trade, Food Safety or other relevant fields of study related to the project.
Work Experience:
- Minimum 10 years of professional experience in similar position in fields related to results and objectives of the project required for the successful implementation of this project, including: agricultural market systems; trade; international food safety standards; sanitary and phytosanitary measures improvement; as well as an understanding of policy, economics, and trade issues in these sectors.
- Proven leadership as Project Director or Chief of Party in the design, management, implementation, monitoring, and evaluation of similar size and complex international donor support projects with skills in strategic planning, management, supervision, and budgeting.
Skills:
- Demonstrated technical understanding of facilitating expanded trade of agricultural commodities, as well as managerial experience in Asia is highly desirable.
- Demonstrated knowledge of WTO, TFA, and trade facilitation, and proven ability to build capacity in these areas. Experience in Bangladesh strongly preferred.
- Knowledge of USDA, USAID and other donor policies and procedures as related to project management preferred.
- Ability to diplomatically supervise staff and coordinate projects with partners from a broad range of backgrounds and experiences.
- Ability to build coalitions and networks that can provide synergies and sustainable solutions.
- Must be comfortable in high-level representational role as well as interacting with beneficiaries.
- Strong communication skills, both interpersonal and written, to effectively coordinate stakeholders.
