Operations Manager, Bangladesh
ACDI/VOCA is currently seeking an Operations Manager for the anticipated USAID-funded Feed the Future Strengthening Agriculture Production and Market Systems (SAPMS) Activity. The project will be a five-year primary mechanism to support small holder productivity and market systems development under USAID/Bangladesh’s FTF strategy, with the objective of improved food security through systemic changes that increase rural incomes and – via increased incomes, including women’s income, and incentivized crop diversification – to improved nutrition. USAID/Bangladesh’s new Strengthening Agriculture Production and Market Systems (SAPMS) activity will foster growth and reduce poverty through improving the competitiveness, inclusiveness, and resilience of rice and other selected crops in the FTF Zone of Influence (ZOI) to the benefit of large numbers of men and women and their families in rural households, farms, and market systems.

Responsibilities:

• Take the lead in quick startup of offices and local hiring upon award.
• Develop, in coordination with the human resources and project managers, an effective and efficient process for the hiring, managing and mentoring of staff.
• Supervise staff and facilitate communication between staff and the COP.
• In coordination with the COP, monitor and manage the overall daily, monthly, quarterly, and annual activities related to financial, HR, and managerial operations in all project offices to ensure timely achievement of project objectives and overall project compliance with the policies and regulations of USAID, ACDI/VOCA and local authorities.
• Ensure appropriate policies and procedures are in place and understandable by staff.
• Ensure a work environment that is non-discriminatory and promotes open dialogue on gender-related and culturally sensitive issues.
• Provide guidance on all aspects of operations for efficient project implementation and ensure that administrative and operational functions and staff continue to improve in quality and efficiency.
• Specific to grants management, assist Grants Manager with oversight of activities of ACDI/VOCA sub-recipients and ensure proper coordination and timely implementation of grantee activities.
• Represent ACDI/VOCA at meetings, workshops, and other events; ensure efficient organization and execution of conferences, workshops, large general meetings, including preparation and dissemination of background documents, arrangements for lodging, catering, minute-taking, equipment use, etc.

Qualifications:

• Advanced graduate degree, such as a Master’s in business administration, business management or related fields preferred.
• Minimum of 3 years’ experience in project operations and financial management with an international development organization, bilateral or multilateral development institution required.
• Minimum of 3 years’ experience in USAID rules and regulations with a demonstrated capacity to manage grants and ensure compliance with regulations required.
• Demonstrated ability to effectively supervise and lead teams and monitor staff performance.
• Methodical and hands-on professional, ready to undertake a high level of responsibility with a proactive attitude.
• Strong computer skills required. Must be confident in Microsoft Office applications; database and QuickBooks experience preferred.
• Strong communications skills (oral, written, cross-cultural) are required.
• Fluency in English required.
