1.BACKGROUND
Save the Children is leading a consortium including French Red Cross/ Lao Red Cross, OXFAM and CARE on strengthening coordination mechanisms and governance structure of disaster risk management capacities at national and local level to support improved consolidation and replication of community-based DRM and school safety approaches in vulnerable areas. This project is implemented in collaboration with the Department of Disaster Management and Climate Change (DDMCC) and the Ministry of Education and Sports (MoES) and their decentralized structure in 4 provinces Khammouane, Sekong, Vientiane Province and Sayabouri is funded by DG ECHO.
The main outcomes of this project are around:
Outcome:
Enhanced accountability and recognition of the National DRR platform by DDMCC, with alignment to the Sendai Framework by the end of the Action
Community-based DRM and school safety approaches are consolidated and replicated in high risk areas by the end of the action
The Sendai Framework is a 15-year, voluntary, non-binding agreement which recognizes that the State has the primary role to reduce disaster risk but that responsibility should be shared with other stakeholders including local government, the private sector and other stakeholders. It aims for the following outcome: The substantial reduction of disaster risk and losses in lives, livelihoods and health and in the economic, physical, social, cultural and environmental assets of persons, businesses, communities and countries. The Sendai Framework is the successor instrument to the Hyogo Framework for Action (HFA) 2005-2015: Building the Resilience of Nations and Communities to Disasters.
The implementation and monitoring of the Sendai Framework would therefore, require that in each country there is a clear understanding among the government, both central and local, sectors, partners and stakeholders of the country’s baseline to be able to identify national targets and priorities for action. Understanding the progress and challenges at the national and local levels will be essential for fostering international cooperation and for contributing to the regional and global monitoring of the progress.
Based on that Save the Children is looking for a consultant to support the Ministry of Education and Sports to develop the Education baseline for the Ministry of Education and Sports (MoES) as an annex of the country baseline which will be led by the French Red Cross and the Department of Disaster Management and Climate Change (DDMCC).

3.OBJECTIVES :
The overall objective of the project is to develop the Education country baseline to enable the MoES to measure their progress toward Sendai Framework. The consultant will work in close coordination with the Ministry of Education and Sports particularly the Disaster and Climate Change Prevention, Management Committee of Education and Sport Sector, and other relevant government, non-government and international agencies and organizations during the creation of the report in order to ensure that the process is both inclusive and participatory.
This status report will include the following in line with the UNISDR guidelines:
I. PURPOSE OF THE STATUS REPORT
II. METHODOLOGY TO PREPARE THE REPORT
III. EDUCATION AND DISASTER RISK
IV. PROGRESS OF DISASTER RISK MANAGEMENT IN THE EDUCATION SECTOR
V. KEY FINDINGS
VI. Priorities and targets for SCHOOL SAFETY
VII. BASELINE INDICATORS AND TARGETS
4.OUTPUTS
The specific outputs will be:
a) Education Country Baseline in line with the outline provided by UNISDR
b) Electronic copies of documents identified and/or internet links.
I. National literature review a brief three/four page summary of the findings
II. Stakeholder mapping to show the relevant actors involved in Education/ Safe School in the country.
III. Transcript of the interviews and focus group discussions held during the process
5.INDICATIVE TIMEFRAMES
All products should be finished within 4 months, starting August 2016. The exact date will be set in the contract.
6.ORGANIZATION,** ROLES AND RESPONSIBILITI**ES**
The consultant will be responsible for:
Literature review of accessible information: Use the key findings from the literature review to guide the methodology for information still necessary to gather through focus group discussions (FGDs) and key informant interviews (KIIS) at the national level and within the Education sector. This methodology will be shared with the SCI and MoES for their feedback
Stakeholder mapping:** The mapping would involve listing and describing the stakeholders present in the country and involved in Education_ DRR Education. A simple network analysis of these stakeholder would be preferable.
Create Working Group (DRM-WG) for this work:Collaboration between key stakeholder around the progress and input on the work
Design, Facilitation and Analysis of Focus Group Discussions and Interviews Focus group discussions and interviews will be undertaken with key government staffs and other partners involved in Education to gain a deeper understanding;
Design, Facilitation and Analysis of Multi-stakeholder Consultation Workshop on DRR Education
Final meeting with DRR national platform to present draft of the report
Save the Children is responsible for overseeing the consultancy and will:
Manage the consultancy contracts.
Monitor adherence to agreed deadlines.
Provide seat and working space
Provide feedback on the evaluation plan, methodology and draft products.
Share the finalized report with all relevant stakeholders.
Support financially the organization of any national workshop
The Ministry of Education and Sports will facilitate:
Meeting with key MoES stakeholder
Access to required information, resources, documents
National workshop with human resources
7.REQUIRED EXPERIENCE
At least 5-year experience of working in DRR / DRM, preferably in Lao PDR
Experience in dealing with government agencies
Experience in undertaking disaster-related research
Have a good command of both spoken and written English in addition to command on local / national language of the country
Experience in strengthening policy and institutions for DRM is an advantage
