1.BACKGROUND
Save the Children is leading a consortium including French Red Cross/ Lao Red Cross, OXFAM and CARE on strengthening coordination mechanisms and governance structure of disaster risk management capacities at national and local level to support improved consolidation and replication of community-based DRM and school safety approaches in vulnerable areas. This project is implemented in collaboration with the Department of Disaster Management and Climate Change (DDMCC) and the Ministry of Education and Sports ( MoES) and their decentralized structure in 4 provinces Khammouane, Sekong, Vientiane Province and Sayabouri is funded by DG ECHO.
The main outcomes of this project are around:
Outcome:
Enhanced accountability and recognition of the National DRR platform by DDMCC, with alignment to the Sendai Framework by the end of the Action
Community-based DRM and school safety approaches are consolidated and replicated in high risk areas by the end of the action
The Ministry of Education and Sports signed a new decree in December 2015 (No. 8128/MOES) on disaster management and climate change by appointing focal point at national, provincial, district and school level. “*This agreement defines the location, role, duties and mandate, structure and action plan for the Disaster Prevention and Control and Climate Change Committee of the education and sports sector, in order to expand, execute, develop, monitor and evaluate tasks related to disaster risk reduction and climate change adaptation in the education and sports sector, in order to be highly effective and integrated as a component of sustainable development.”* To support the implementation of this decree and measure the performances of MoES focal point, Save the Children in collaboration with the MoES is looking for a consultant to set up accountability mechanism through M&E system and feedback. This mechanism will support internally the MoES in assessing performances regarding the application of this new decree.

3.OBJECTIVES :
Develop a M&E framework to helps MoES to measure the progress in the implementation of the decree particularly around the chapter 2 article 4”Duties” and chapter 3 article 2 “Human resources structures”.
This M&E framework must take into account the accountability of the DRR focal point embedding this new mandate in their regular work.
The main objective of this consultancy is:
i) Identify potential methods and indicators to assess whether or not each of the core components of the decree has been implemented.
ii) Identify key stakeholders involved in the implementation of the evaluation. What is the optimal method for obtaining information from each of the stakeholders?
iii) Identify the stakeholder within the MoES who will more suitable to respond for monitoring implementation of the policy (if any) to find out if a process for tracking the implementation already exists or is under development.
iv) Develop the framework
4.OUTPUTS
The specific outputs will be:
a) One accountability mechanism through M&E system and feedback available at the end of the consultancy
b) A short report on the process
5.INDICATIVE TIMEFRAMES
All products should be finished within 40 days, starting Sepetmber 2016. The exact date will be set in the contract.
6.ORGANIZATION,** ROLES AND RESPONSIBILITI**ES**
The consultant will be responsible for:
The overall management of the consultancy, including methodology, and submitting the final products.
Design a work plan to be submitted to SCI and approved by the MoES
Identify the relevant stakeholders to be interviewed if needed
Lead on national workshop facilitation
Save the Children is responsible for overseeing the consultancy and will:
Manage the consultancy contracts.
Monitor adherence to specified deadlines.
Provide working place
Coordinate and support in translation during interviews, if needed
Provide feedback on the evaluation plan, methodology and draft products.
Share the finalized report with all relevant stakeholders.
Support financially the organization of any national workshop, if any
The Ministry of Education and Sports will facilitate:
Meeting with key MoES stakeholder
Access to required information, resources, documents
National workshop with human resources
7.1 REQUIRED EXPERIENCE
Holder of a degree in a relevant discipline (social sciences, research, monitoring and evaluation) with at least 5 years’ experience
Previous experience in monitoring, evaluation and accountability in disaster risk management and school safety
Previous experience in policy analysis and policy research
Previous experience working with government partners
Experience in Lao PDR with the Ministry of Education and Sports is an asset
Good communication written and verbal in English and Lao is an asset
