POSITION DESCRIPTION
Position Title: Country Coordinator and REDD+ Advisor
LOCATION: Vientiane, Laos PDR (exact location TBD)
LOE: 18 months, full-time
POSITION SUMMARY
Winrock International is recruiting a Country Coordinator and REDD+ Advisor for an anticipated project on developing a national REDD+ program in Laos PDR. This position will be based in Vientiane, Laos PDR.
The anticipated project will provide key support to the Government of Laos PDR in establishing the foundation for a national REDD+ Program, including strategy development, stakeholder consultation, and developing technical elements such as a monitoring, reporting, and verification system as well as a reference emissions level. This position iscontingent upon receipt of donor funding.
RESPONSIBILITIES
The incumbent will serve as a country coordinator and REDD+ specialist in the main project office in Vientiane, Laos. S/he will perform a full range of planning, consultative, advisory, program management, monitoring, and evaluative functions. S/he will provide direction, program management, and oversight to a range of consultation, technical assistance and capacity building activities and exercise responsibility for project activities. As the Country Coordinator and REDD Advisor, s/he will function with a high degree of adaptability, independence and latitude, exercise judgment, and manage his/her activities with minimal guidance. S/he will represent the project consortium at meetings and workshops, coordinate with other international agencies active in Laos PDR, as well as government and civil society actors to ensure cooperation on cross-cutting issues and initiatives, and to promote the most efficient use of resources.
SKILLS AND ABILITIES
The incumbent will offer expertise in REDD+ program development, project management, and have experience successfully working with government bodies in developing countries as well as the natural resource management NGO sector.
Required skills and abilities should include:
Ability to plan, implement and monitor project activities by applying management skills
Expertise in any or several disciplines/focal areas of REDD+ program development (safeguards/policy/finance/tenure/RL and MRV, etc.)
Ability to communicate and work effectively with a wide range of counterparts representing different education levels and skill sets
Provide leadership, and ability to negotiate sensitive and complex issues through initiative, imagination, resourcefulness, and diplomacy.
Ability to organize, analyze, interpret, and utilize studies and program performance data
Prepare written reports and statistical tables using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, Powerpoint)
Preferred skills and abilities should include:
Ability to speak and/or write Lao
Experience working on REDD+ development in Laos PDR
Experience working on World Bank-funded projects
EXPERIENCE
Minimum six years of progressively responsible, professional-level experience in managing international development projects. S/he will also be an expert in one or more of the following aspects of REDD+ program development:
Safeguards and Strategic Environmental and Social Assessment (SESA)
Reference Level Development and Monitoring, Reporting, and Verification Systems
REDD+ policy and institutional arrangements
Land tenure issues as they relate to REDD+ programs
REDD+ Readiness and stakeholder consultation
REDD+ Development in Laos, PDR
EDUCATION
Completion of a Master’s Degree in any of a wide range of disciplines including international development, biology, geography, forestry, agronomy, social sciences, economics, or project management.
