REDD+ Policy Expert – Vientiane, Laos PDR

Effective with the release of this announcement, Winrock International is recruiting applicants for the anticipated Vientiane -based position of REDD+ Policy Expert. The responsibilities and qualifications are described in the below position description.

POSITION DESCRIPTION

Position Title: REDD+ Policy Expert

LOCATION: Vientiane, Laos PDR (exact location TBD)

LOE: 18 months, full-time

POSITION SUMMARY

Winrock International is recruiting a REDD+ Policy Expert for an anticipated project on developing a national REDD+ program in Laos PDR. This position will be based in Vientiane, Laos PDR.

The anticipated project will provide key support to the Government of Laos PDR in establishing the foundation for a national REDD+ Program, including strategy development, stakeholder consultation, and developing technical elements such as a monitoring, reporting, and verification system as well as a reference emissions level. This position iscontingent upon receipt of donor funding.

RESPONSIBILITIES

The incumbent will serve as a REDD+ Policy Expert in the main project office in Vientiane, Laos. S/he will perform a range of planning, advisory, evaluation functions as they relate to REDD+ Strategy Development in Laos PDR. S/he will perform assessments of land tenure dynamics in Laos as well as other laws and institutions and engage in coordination and consultation efforts with project partners, government actors, and civil society stakeholders and counterparts to develop and implement nationally appropriate REDD+ policy and institutional arrangements. S/he will function with a high degree of independence and adaptability, and demonstrate excellent judgment in managing his/her activities with minimal guidance.

SKILLS AND ABILITIES

The incumbent will offer expertise in REDD+ Policy as well as experience successfully working on REDD+ program development in one or more countries.

Required skills and abilities should include:

  • Expertise in REDD+ program development

  • Ability to communicate and work effectively with a wide range of counterparts representing different education levels and skill sets

  • Provide leadership, and ability to negotiate sensitive and complex issues through initiative, imagination, resourcefulness, and diplomacy.

  • Ability to organize, analyze, interpret, and utilize studies and program performance data

  • Prepare written reports and statistical tables using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, Powerpoint)

Preferred skills and abilities should include:

  • Experience working on World Bank-funded projects

  • Experience working on REDD+ in Laos PDR

  • Ability to speak and/or write Lao

  • Experience working on REDD+ Safeguards and Strategic Environmental and Social Assessment (SESA)

  • Experience in REDD+ Readiness and stakeholder consultation

EXPERIENCE

Minimum three years of progressively responsible, professional-level experience in working on REDD+ policy topics.

EDUCATION

Completion of: (A) a Master’s or Degree in: environmental policy, forestry, biology, geography, agronomy, social sciences, economics; or (B) Juris Doctor (J.D.) in law.
