Liaises With: Outside Concern the Programme Director will liaise with Local and International NGOs, Donors, Government, UN agencies. Internally the Programme Director will liaises with Systems Director, Country Finance Controller and Desk Officer/Regional Director at HQ level.
Job Purpose: The Programme Director is responsible for providing leadership in the development and management of all the programmes of Concern Worldwide in Bangladesh As a member of the Senior Management Team (SMT) s/he will contribute to the management of the Country Programme with specific responsibility for programme inception, design, development, implementation, funding, targeting, quality, efficiency and impact.
RESPONSIBILITIES
Lead the process of new programme development and design including preparation of concept notes and proposals..
Take the lead role in conceptualizing, designing and development of new programmes and proposals in line with How Concern Understands Extreme Poverty and securing donor funding for the programmes/projects.
Prepare plans for programme development and work with different programmes teams to deliver highest quality proposal.
Develop effective linkages with Government, donors, strategic networks and partners to ensure Concern’s programmes are highly relevant to the wider development and humanitarian context.
Ensure organisational approaches such as equality , risk and vulnerability are addressed and
Ensure all the programmes are designed and implemented with local partners and partnership principles are uphold across the development and emergency programmes.
Ensure a comprehensive funding strategy to effectively support delivery of emergency and development programmes. Including, but not limited to:
Researching and analysing donor funding priorities as well as keeping up to date with currently available funding opportunities.
Formulation of short, medium and long term funding strategy in consultation with the Senior Management Team and Concern Worldwide headquarter team in Dublin.
Representing Concern at networks, with donors and other development and humanitarian actors.
Ensuring submission of high quality funding proposals in line with donor policy and procedures, as well as adhering to Concern organisational project cycle management systems.
Provide support to the development and implementation of Concern Bangladesh strategic plan, analysing needs, involving stakeholders, designing strategies and monitoring and evaluating implementation of plan.
Work with Country Director and Senior Management Team to develop the organisation’s next Country Strategy Plan through wider consultation and stakeholder engagement
Conduct Annual review of the plan
Ensure all new and current programmes are aligned to the approved strategic plan
Manage the ongoing development and emergency programmes
Ensuring that the Bangladesh programme achieves high standards in terms of design, implementation, monitoring and evaluation through close coordination with Concern partners.
Ensure all programmes deliver results as per donors contracts and organisational quality standard
Coordinate the programme activities across programmes, sectors and approaches; supporting staff and ensuring complementary approaches.
Ensure organisational and programme M&E system is effective and the annual outcome monitoring system effectively functions to measure the changes in programme indicators
Undertake monitoring visits to programme areas and provide feedback to programme head and staff and partners
Ensure high quality donors report and organisational report submitted on time.
Ensure effective financial management of all a programmes with effective management of donors grants but not limited to;
Ensure optimal use of financial, human and material resources within Concern’s work; in a transparent and accountable manner consistent with Concern’s systems and procedures; delivering quality results and demonstrating value for money.
Preparation of programme budgets collaboratively with programme and finance staff. Track programme expenditure through monthly management and quarterly financial accounts prepared by the finance department.
Ensure donor grants compliance and high quality donor reports.
Ensure effective technical support is provided to quality improvement of all the programmes and an effective organisational and programme monitoring and evaluation system is in place to measure programme progress.
Engaging with the Technical Unit (including advocacy and communications), M&E, Contexts and other relevant staff on major organisational advocacy issues, providing guidance and support for key strategic campaigns.
Ensuring that the Bangladesh programme achieves high standards in terms of design, implementation, monitoring and evaluation through Concern Worldwide’s Project Cycle Management System, Humanitarian Accountability Partnership (HAP), Programme Quality Guidelines and the PM&E Framework.
Take forward the advocacy initiatives initiated and come up with work plans so that those initiatives can materialize.
Lead, coach, develop and mentor the programme staff in a manner that they become proficient and take on the leadership roles:
Communicating with the team with clear and exciting vision for the work of Concern in Bangladesh.
Ensuring that each member of the team fully understands outcomes which are expected of them and that they are aware of the success criteria and objectives relating to their work.
Ensuring that work is planned and organised in a manner whereby every team member gets a fair share of work and exposure.
Supporting the team members and enabling them to take on leadership roles e.g. by encouraging good performance, coaching, mentoring, assisting staff to prevent or resolve problems, providing resources, tools and equipment.
Monitoring, reviewing and giving feedback on performance; holding relevant staff accountable. Suggesting and incorporating improvements which have been identified; giving corrective feedback where required and taking decisive action where required.
Ensuring that staff are adequately trained and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching, mentoring, secondments, sharing of experience etc.
As a member of the Senior Management Team, provide effective leadership to the organisation. Including, but not limited to:
Active participation in Senior Management meetings, contributing significantly to decisions on policy and strategic direction.
Enthusiastically working as part of the Concern team by supporting senior colleagues from across the organisation to achieve organisational outcomes.
Ensuring that the policies and strategies of Concern Worldwide are incorporated in our work as well as proposing, updating and implementing changes to existing policies and strategies within Bangladesh programme.
Ensuring optimal use of financial, human and material resources within Concern’s work; in a transparent and accountable manner consistent with Concern’s systems and procedures; delivering quality results and demonstrating value for money.
Contributing to budget setting and monitoring, ensuring good stewardship of financial resources and authorising expenditure according to Concern’s authority delegation and financial policy.
Enabling effective learning and sharing in the organisation, supporting regular dialogue between the programme and the learning and sharing teams.
PERSON SPECIFICATION
Education & Qualifications Required:
Masters in social sciences, management, international development or related subjects
Experience Required:
At least 8 years’ experience in a senior management position within a development organisation/NGO. Experience of working overseas will be an added advantage.
Experience in strategic management, programme design and management including Monitoring and Evaluation techniques
Proven experience of overseeing large programmes implemented through partners
Proven track record in proposal and report writing
Excellent management/leadership experience and managing a diverse team of senior national and international staff
Experience in working with very senior level officials of the Government, Donor and UN bolides
Good conceptual understanding and experience of leading and supporting advocacy work at national level
Ability to surface and analyse problems and recommend solutions
Ability to work under pressure often within strict deadlines
