Position Summary: RI seeks a Chief of Party for the USAID–funded Feed the Future Nutrition Activity in Bangladesh. This will be a five year multi-sectoral nutrition program valued at approximately US $24.5 million; the review process for awarding the program is un-traditional, in that the Chief of Party is required to heavily participate in the program’s development. The aim is to improve nutrition outcomes for children under give, pregnant and lactating women and adolescent girls in the south west region of Bangladesh. The Chief of Party is expected to deliver an oral presentation of RI’s Concept Note to USAID, and to develop the final program description together with USAID/Bangladesh. The Chief of Party will thereafter be responsible for the overall vision and leadership of the program, and is accountable for delivering results. The successful candidate should possess substantial experience managing complex, multi-year USAID or other international donor-funded programs. The position is subject to project award and funding.

Position Responsibilities and Duties:

• Participate in the joint-development process of a Program Description; RI and the Chief of Party are expected to work collaboratively with USAID/Bangladesh to develop the Program Description, and associated budget, which will thereafter serve as the basis for the entire program.
• Provide strategic direction and overall supervision and successful implementation of the program. • Develop and oversee program work plans (interim and annual) and budgets based on expected program outputs and results, and using an adaptive management approach; track performance monitoring analysis and apply course correction. • Liaise and consult with USAID, acting as the main representative and principal interlocutor, and maintaining a productive working relationship with USAID. • Manage partnerships with partner organizations, local contractors, local ministries and municipalities, and civil society organizations. • Cultivate opportunities to leverage program financing and expand program impact. • Ensure sound administrative practices with regards to record keeping, compliance with USAID and RI regulations, communications, etc. • Administer the project's financial resources in accordance with project budget and RI policy. • Fulfill all USAID and RI reporting requirements. • Ensure regular communication between Bangladesh Office, and RI’s Regional and Global Support Offices; this will include submitting required program reports in an agreed upon format. • Manage recruitment of national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI and USAID standard practices. • Supervise and provide support to local and international consultants and staff hired to assist and work on the program. • Supervise performance of sub-contractors, sub-grantees, and project team. • Build strong collaborative relationships with all project partners; • Coordinate activities internally with other RI programs in Bangladesh, and with other USAID Feed the Future, Food for Peace, and other initiatives.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

• A Master’s degree (equivalent) or higher in agriculture, nutrition, international development, or another relevant field. • Demonstrated technical leadership in multi-sectoral nutrition programming, with an emphasis on nutrition-sensitive agriculture interventions, gender and women’s empowerment, social and behavior change communication, and WASH. • Minimum 7 years relevant experience in managing nutrition-sensitive projects of similar size and scope as the Feed the Future Bangladesh Nutrition Activity, in developing countries and preferably in Asia. • Solid background and knowledge of USAID Rules and Regulations. • Strong ability to manage and deal with diverse stakeholders. • Demonstrated ability to lead and manage a diverse team on projects of similar scale (financially, culturally, staff size and activities). • Demonstrated strong writing and oral presentation skills in English. • Ability to speak, read and write Bengali is a huge asset.
