Position Summary: RI seeks a Gender Advisor for the USAID–funded Feed the Future Nutrition Activity in Bangladesh. This will be a five year multi-sectoral nutrition program valued at approximately US $24.5 million. The aim is to improve nutrition outcomes for children under five years of age, pregnant and lactating women and adolescent girls in the south west region of Bangladesh. The Gender Advisor will be responsible for technical leadership of gender-sensitive and gender transformative approach throughout the program assessments, program implementation, and program monitoring, that takes into account the differences in men’s, women’s, boys’, and girls’ roles in the community context, as well as the intergenerational and gendered inequalities that exist within a household. S/he will work with Monitoring and Evaluation Advisor to coordinate and systematically disseminate lessons-learned with all gender-sensitive activities. The position is subject to project award and funding.
Position Responsibilities and Duties:
Ensure that USAID’s Gender Equality and Women’s Empowerment Policy, Feed the Future gender matrix and other relevant gender principles, policies and regulations are applied consistently throughout the project cycle.
Ensure the equitable participation by men, women, boys and girls, the reduction of gender inequalities to achieve nutritional outcomes and strengthen resilience to food insecurity, gender-sensitive activities that mitigate unintended consequences, and where necessary, gender-transformative activities and approaches that work to transform harmful individual and social norms and behaviors are applied.
Work closely with the RI team, partners, the government, local authorities, and other key stakeholders to address gender-related differences, needs and inequalities, and ensure a direct, comprehensive approach to mitigate the risks.
Coordinate and oversee the quality of all gender-sensitive technical activities, providing direction, feedback and support to ensure success.
Advise and ensure that gender-based violence (GBV) and female empowerment are addressed in the project activities.
Ensure program adherence to internationally accepted technical norms and standards of practices.
Provide input into and ensure that all donor reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
Facilitate continuous quality assessment and improvement and ensure that program best practices are documented and disseminated throughout the program cycle.
Ensure effective coordination and communication and standards of practice among each partner organization.
Ensure high quality program delivery and the cost-effective use of USAID and resources.
Provide regular written/oral program progress updates.
Establish and manage RI’s local technical training activities.
Ensure that up-to-date information regarding the programs or initiatives.
Perform any other relevant duties as assigned by the COP.
Ensure adherence to guidelines and protocols of RI and the USAID.
Qualifications & requirements:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
Preferably a Master’s degree (equivalent) in gender, women’s studies, international development or another relevant field.
Minimum 5 years of experience in managing programs with gender-sensitive and gender mainstreaming approaches.
Demonstrated ability to work with host government and partners in implementing a complex project in the field under challenging circumstances.
Significant knowledge of gender principles in livelihoods, nutrition and resilience aspects of community-based programs in Bangladesh.
Experience in gender-based programming with substantial understanding of and commitment to equality and equity issues and mainstreaming.
Background and knowledge of USAID Rules and Regulations.
Strong ability to manage and deal with diverse stakeholders.
Ability to speak, read and write in Bengali language is preferred.
