JOB CONTEXT :

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 3 sites: in Sitakunda, Chittagong, in Kurigram, and in Teknaf, Cox’s Baazar. HI has been working in Cox’s bazaar since 2007 and is now implementing projects in the refugee camps, the makeshift camps and the host communities.

HI develops 3 thematics through its projects implemented on the programme:

· Child development: the project is using “play” as key driver to learn and develop safely children’s potential while having fun. In the meantime, it empowers families and children facing disability to be more responsive of their specific needs.

· Support to refugees in a chronic emergency setting: HI as the main resource on disability on the Rohingya situation, building expertise of other agencies on disability and forming a model for mainstreaming in other thematic areas.

· Child protection: The project proposes a holistic approach to protection in the makeshifts refugee camps, in local communities in Ukhya and Teknaf sub-districts of Cox’s Bazaar district.

YOUR MISSION:

As Protection Field Coordinator, you work under the line management of the Operational Coordinator and in close collaboration with the Country Director, you have also functional link with the Deputy Operational Coordinator, the Technical Unit Coordinator and the Support Services Coordinator.

The Protection Field Coordinator’s mandate ensures the quality and supports the general development, management, guidance, coordination and supervision of the existing projects implemented in Cox’s bazar.

You work within the framework of the five year programme strategy developed in July 2016 and you are responsible for taking the lead on all new programme development opportunities for the Cox’s Bazar region.

Your main missions are:

1/ Supervision on project implementation and project management, ensuring the technical quality of the activities with a specific focus on protection

2/ Contribute to project development

3/ Networking, representation and partnership coordination

4/ Internal communication and coordination

5/ Security management in the district of Cox’s Bazar

YOUR PROFILE :

· You hold a degree in Social Sciences, Development Studies, International Relations or Gender/Disability development

· You have at least 3 years senior management experience in the development or implementation of development programmes

· You have a previous experience in project management in the field of psychosocial and/or child protection / SGBV.

· You have a previous experience in working in a refugee setting.

· You have the understanding of the policies and legalities surrounding sexual violence and exploitation

· You have experience on project quality assurance, impact assessment and knowledge management systems

· You handle conditions of working in a refugee setting and/or a low technically resourced country

· You show programming and strategic development skills, as well as strong experience in donor proposal and report writing/submission

· You master basic financial procedures

· You are in capacity to manage and lead a multi-disciplinary team

· You have excellent English communication skills (written and spoken)

CHARACTERISTICS OF THE POSITION:

Since January 2014 Bangladesh has had a “democratically” elected government, where the major opposition party did not participate in these elections. Therefore security is an issue of ongoing concern in the country. Although Cox’s bazar is a touristic location for locals, Teknaf is an isolated district with limited entertainment, strict security constraints and restrictions on movements for expatriates.

CONDITIONS:

· Startingdate : April 2017

· Lengthof thecontract: 1 year**

· Employeestatus, according to experience :

  • Salary from 2750€ (gross) / month regarding the experience of the candidate

  • Perdiem : 585 € (net)

  • Hardship allowance : 250 € (net)

  • Insurances : medical health coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : Level 2 : 5 days every 3 months

  • Status : unaccompanied

  • Housing : individual taken in charge by Handicap International
