How can you make a difference?

Objectives of the assignment

Act as interim Programme Manager to support the UNICEF Education and Field Services teams to lead, manage and coordinate preparations for the anticipated expansion of the ongoing education response to the Rohingya humanitarian crisis in Cox’s Bazar and to handover to the Education Specialist once she/he is recruited.

Assignment

Developing, agreeing and implementing a detailed action plan (with timelines and responsibilities) together with the Education and Field Services teams (based on the final donor proposal) which focusses on preparations necessary to ensure rapid commencement of activities once funds have been received.

This will focus on :

  • Programme Planning, Management and Coordination

  • Establishment of Learning Centres

  • Identification and Engagemnet of Implementing Partners

  • Teacher Recruitment and Training

  • Livelihood and Life Skills Training

  • Each of these areas is outlined in more detail under the description of the assignment in Section 6 below.

    Description of assignment

    Timeframe : 5 months during the period August to December 2017

    Due to the nature of this position, the deliverables for this work are monthly reports based on the agreed action plan which will indicate progress and outline objectives for the subsequent month. More detailed action plan is to be developed in close consultation with the Chief Cox’s Bazar and Educaiton section.

    PROGRAMME MANAGEMENT AND COORDINATION

  • Maintain overall management and oversight of the preparatory activities and smooth transition to implementation once funds are received with regular updates to UNICEF Education and Field Services teams, highlighting any potential deviations from the agreed project proposal which may require contact with the donor through the education section for approval in advance
  • Establish and maintain communication with District and Upazilla Primary Educaiton offices and local administration for smooth implementation of the project.

  • Work with the UNICEF Field Office in Cox’s Bazar through existing coordination mechanisms in the humanitarian and education cluster to ensure that the planned expansion of support, together with on-going progress is effectively communicated on a regular basis to all necessary stakeholders and that any feedback and/or concerns are taken into account in the subsequent management of the programme.

  • Support the Education Section and Field Service teams to develop appropriate monitoring mechanisms and processes based on the logframe and indicators in the project proposal, capitalising as much as possible on existing systems to avoid creating parallel structures.

  • Design and implement baseline research as per the project proposal. Prepare progress reports, briefing notes and other project documentation on the request from Education and Field Services sections.

  • Prepare a detailed handover note and induction programme for the Education Specialist who will be recruited once funds have been received and who will take over the managememt and coordination of the programme from the consultant
  • LEARNING CENTRES

  • Support the Education section and the Senior Management Team (as necessary) to advocate for a revision of the design for the proposed learning centres to ensure that they meet UNICEF’s minimum standards and are designed in such a way as to be cyclone resistant and that this new design is then formally approved by the local authorities
  • Once learning centre designs have been agreed and signed off by the government, initiate a process for the identification and approval of learning centre site construction across the four makeshift settlements in coordination of IOM’s site planner (and possibly host communities depending on final decisions on the design and numbers to be constructed etc)
  • Work with the Education and Operations Sections to agree on the modalities for learning centre construction (direct contracts, delegated contracting with engineering oversight etc) and the associated processes for the development of contracts. This will include identifying and initiating recruitment for the appropriate additional human resources as necessary (for example construction engineer(s) to oversee the whole process)
  • IDENTIFICATION AND ENGAGEMENT OF IMPLEMENTING PARTNERS

  • Support the Education section and the Cox’s Bazar field office in identifying potential impelemtning partners and getting approval from the local Governmnet in case UNICEF brings new partners to Cox’s Bazar given the limited number of partners in Cox’s Bazar. In addition, develop Partnership Coopreation Agreements in coordination with Cox’s Bazar field office, Education section and Partnership Cooperation Agreement (PCA) Review Committee (PRC) secretariat.
  • TEACHER RECRUITMENT and TRAINING/MENTORING

  • Meet with existing and potential programme partners in Cox’s Bazar to discuss the expansion plans and their capacities for the rapid recruitment of teachers and their initial training in the four makeshift settlements, and to amend/develop new draft partnership agreements which can be signed once funds are receive

  • To the extent possible within existing agreements, encourage partners to commence/continue the recruitment of teachers into a pool so that once funds are received, contracts can be signed and teachers can start work shortly afterwards
  • Work with local partners, authorities and makeshift settlement leaders to identify and secure approval for temporary learning spaces which can be used by teachers in advance of the construction of the learning centres and develop a rolling plan for the subsequent transition from temporary facilities to the learning centres.
  • LIVELIHOOD AND LIFE SKILLS TRAINING

  • Work with the Education Section to design the expansion of the existing Livelihood and Life Skills training programme into the host communities and develop new partnership agreements in advance so that they can be quickly finalised on receipt of the funds and the programme can be initiated
  • To qualify as a/an [champion or advocate] for every child you will have…

  • An advanced University degree in Education or any other social science subject with at least 5 years of experience in working in developing countries (experience in South Asia and emergency context is an asset);
  • Experience in planning and implementing activities which necessitate high levels of coordination and liaison both internally in an organisation (preferably UNICEF) and with external bodies including government authorities and NGOs
  • Strong analytical and advocacy skills, be well organised and task-orientated
  • A demonstrated track record of designing and/or using monitoring systems in education
  • Experience working with other UN and/or donor agency(s);
  • Experience in working independently and with minimum supervision.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
