The Opportunity

This position is responsible for providing technical leadership across all Education in Emergencies (EiE) components of Plan’s emergency response including assessment, response analysis, design and implementation.

In this role you will be required to co-ordinate with other Emergency Response Team members and Plan staff to ensure a rapid, proportionate and effective response. You will ensure response to immediate education issues with simultaneous consideration of longer term needs and possible scenarios.

As the Lead you will need to take a very active role in technical co-ordination, support and advocacy with the emergency education sector and other stakeholders and technical agencies relevant to the sector. You will be working with Plan International in addressing Rohingya Influx in Bangladesh.

Responsibilities

Representation, Information Sharing & Donor Engagement

  • Coordinate with other thematic areas and/or the EiE Sector or other external sector agencies, ensuring assessment findings are documented and that all assessments include a sex and age disaggregated analysis of children’s needs.
  • Provide regular updates to Emergency Response Manager and emergency team on progress, priorities and constraints – verbally and in writing on an agreed frequency
  • Represent Plan in the Education Sector and all associated sub-clusters and working groups, stakeholders and Governmental and non-Governmental agencies

Programme Design & Management

  • Lead with support of the Emergency Response Manager to develop education response plans and master budgets and contribute to Plan International’s overall response strategy.
  • Develop a realistic evidence‐based, Education Programme plan, including both programmatic and advocacy activities (results oriented).

Line Management & Capacity Building

  • Line manage the relevant implementation manager(s)/ EiE Technical Specialists to ensure that the implementation of relevant activities are planned
  • Provide technical guidance and direction to Plan for effective planning, implementation and monitoring of agreed education plans

Programme Operations and Monitoring

  • Design and develop appropriate surveillance, monitoring and evaluation systems for EiE interventions in collaboration with the M&E Specialist at Cox’s Bazar. Ensure this links to reporting requirements, and capacity build education staff in carrying out the work together with the M&E Specialist

Assessment

  • Conduct initial rapid assessment of if secondary emergency (e.g. cyclone) in collaboration with local specialists and affected population; determine priorities and immediate activities and resources
  • Regular and on-going review, assess and update the education situation in areas affected by emergency

Do you have what it takes?

In order to succeed in this role you will need to have worked both theoretically and in the field and had progressively responsible professional experience in education, humanitarian affairs, human rights, and related fields.

You will need to have a good knowledge and understanding of DO NO HARM principles and established international education standards (especially INEE Minimum Standards). Knowledge of Sphere and the Red Cross/ NGO Code of Conduct.

Demonstrable experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, or other related area. Experience in the country of potential assignment is an asset.

University degree in Education, Social Sciences or related field with good knowledge of International Refugee, Human Rights and Humanitarian Law.

Fluency in English, multiple language skills desirable.

Type of Role: 1 Year Fixed Term Contract

Location: Cox’s Bazaar, Bangladesh

Salary: circa USD $50,000

Reports to: Emergency Response Manager
